The step sewer contractors miss in South Russell is that the registration is not active until the $10,000 bond is filed. File the bond with your registration and one $100 fee covers both sewer and excavating work for the rest of the calendar year.
The Village of South Russell registers sewer installers under Section 1446.01(a)(2) of its Codified Ordinances, a classification shared with excavating, and requires a $10,000 bond to the Village under Section 1446.10 before the registration takes effect. The fee is $100, registrations expire December 31, and septic inspection and cleaning companies register separately under Section 1024.09.

Section 1446.01(a)(2) lists sewer and excavating as one licensed trade. Section 1446.05 requires a sewer installer to apply in writing on the Building Inspector's form, show time in the trade and references, or show registration from a recognized Ohio building department, and have the signature notarized.
Section 1446.10 makes a $10,000 bond to the Village a condition of every registration under Section 1446.01. The amount is flat. The bond is conditioned on doing all work under the trade in line with approved plans and specifications, Ohio law and Village ordinances. No registration becomes effective until the bond is filed, and the Building Commissioner prescribes the form.
Companies that inspect and clean septic systems register under Section 1024.09. They must be licensed or otherwise approved by the Geauga County Health Department, register with the Building Inspector and pay a $25 fee. Systems must be inspected and cleaned at least once every three years. That registration is separate from the sewer and excavating classification and its $10,000 bond.
Section 1024.08 bars septic systems where a public sewer is available and accessible, and requires every dwelling to connect separately to the public system. In new construction the tie-in must be made within six months after the County or other agency accepts the sewer. Work that involves Village streets, rights of way, drainage, water or sewer systems falls under Chapter 1010, where the Village Engineer recommends a bond and Section 1010.05 adds a $50 permit fee. That bond is in addition to the registration bond.
Registrations expire December 31 of the year issued under Section 1446.03. Renewal opens 30 days before.
Yes. Section 1446.01(a)(2) treats sewer and excavating as a single classification, so one registration, one $100 fee and one $10,000 bond covers both.
Septic inspection and cleaning is registered separately under Section 1024.09. The company must be licensed or approved by the Geauga County Health Department, register with the Building Inspector and pay a $25 fee. If you also install sewer lines, you register in the sewer and excavating classification and post the $10,000 bond as well.
If the work involves Village streets, rights of way, drainage or the sewer system, Chapter 1010 requires a right of way permit. Section 1010.05 calls for a bond in the amount the Village Engineer recommends and a $50 fee, on top of the registration bond.
Every registration expires December 31 of the year it was issued. You can renew starting 30 days before. If it lapses you file a new application and pay the fee again.
The surety reviews the owner's credit and business history and quotes a premium for the bond term. You pay that premium instead of tying up $10,000.
