Driveway and flatwork jobs in South Russell often reach the road apron, and that brings a second permit and a second bond on top of your registration. Have the $10,000 registration bond filed before the season starts so the only paperwork left on each job is the permit and grade plan.
Cement laying is its own registration classification in the Village of South Russell under Section 1446.01(a)(7), and every registration requires a $10,000 bond to the Village under Section 1446.10. Driveway work also falls under Chapter 1482, which requires an asphalt or concrete hard surface, and under Chapter 1010 when it reaches the public right of way.

Paving contractors in South Russell often post the registration bond and assume they are done. The $10,000 bond under Section 1446.10 covers your registration. Work that involves Village streets, rights of way, drainage or sidewalks also falls under Chapter 1010. Section 1010.05 has the Building Inspector issue a right of way permit after the Village Engineer reviews the job, and the applicant must post a bond in the amount the Engineer recommends and pay a $50 permit fee. Chapter 1482 says residential driveways must also comply with Chapter 1010.
Section 1446.01(a) lists cement laying as a separate classification. Section 1446.10 requires each applicant to give bond to the Village in the principal sum of $10,000, conditioned on doing the work in line with approved plans and specifications, Ohio law and Village ordinances. The registration is not effective until the bond is filed. The Building Commissioner prescribes the form. An asphalt only company should ask the Building Department which classification fits before applying.
Section 1482.01 says no residential driveway may be installed or replaced without a hard surface of asphalt or concrete, with drainage approved by the Building Department to Village Engineer standards. If the hard surface has to wait, the Building Department can allow a delay on written request and a bond in a form and amount it accepts, which can be forfeited if the work is not finished. Section 1440.05(d) lists hard surface driveway permits at Village Engineer costs with a grade plan required. Chapter 1474 separately sets concrete quality, curing, base and joint standards.
Registration is $100 per classification under Section 1446.02 and expires on December 31 of the year issued under Section 1446.03.
Not by itself. Work involving Village streets, rights of way, drainage or sidewalks needs a right of way permit under Chapter 1010. Section 1010.05 requires a bond in the amount the Village Engineer recommends, plus a $50 permit fee.
Section 1482.01 requires a hard surface of asphalt or concrete on any residential driveway installed or replaced. A delay is possible only on written request to the Building Department and deposit of a bond it accepts, which can be forfeited if the work is not completed.
Section 1446.01(a) lists masonry and brick laying and cement laying as separate classifications, and the $100 fee applies to each classification. Ask the Building Department whether one bond on file covers both registrations or whether it wants one for each.
December 31 of the year it was issued. Renew in December, no sooner than 30 days before expiration. A lapsed registration means a new application and a new fee.
The surety reviews the owner's credit and business history and quotes a premium for the term. You pay the premium instead of tying up $10,000.
