South Russell will not issue a building permit for contract work to anyone who is not a registered contractor, and the registration does not take effect until a $10,000 bond is on file with the Village. Getting the bond in hand first means the registration, the permit and the job all move on your schedule instead of stalling at the counter in Village Hall.
The Village of South Russell in Geauga County requires every registered contractor to give a $10,000 bond to the Village under Section 1446.10 of its Codified Ordinances. General contractors register in the Contractor classification of Section 1446.01(a)(12), pay a $100 fee, file proof of liability insurance, and renew every year because all registrations expire on December 31.

Section 1446.10 of the South Russell Codified Ordinances makes the bond a condition of any license or registration under Section 1446.01. Each applicant gives bond to the Village in the principal sum of $10,000, and no registration becomes effective until that bond has been filed. There are no tiers. The amount is the same whether you build one deck or a new house.
Section 1446.08 defines a contractor as a person who, personally or through others, constructs, alters, repairs, adds to, reconstructs or remodels any building, structure or appurtenance, or who offers or bids to do so. The definition expressly includes subcontractors and specialty trades. Section 1446.09 then says no permit for work done by contract will be issued except to a registered licensed contractor. A general contractor who is not registered cannot pull the permit for the client.
The bond is conditioned on the contractor doing all work under the trade in line with the approved plans and specifications, Ohio law and Village ordinances. If the contractor defaults on that, the bond obligation becomes effective. The Building Commissioner prescribes the bond form, so use the Village form rather than a generic one.
The registration fee is $100 for each classification under Section 1446.02. Section 1446.01(b) requires proof of insurance of $300,000/$500,000 for bodily injury, premises liability and product liability and $100,000 for property damage. Under Section 1446.03 every registration expires on December 31 of the year it was issued. Renewal opens no sooner than 30 days before expiration. Miss it and you file a new application and pay again.
Section 1446.06 lets the Building Inspector grant a matching registration to an applicant with an active license or certificate from a recognized department in Ohio, once fees and insurance are in. That speeds up the paperwork. It does not replace the $10,000 bond, which Section 1446.10 attaches to every registration. Ohio Revised Code 715.27 also confirms that villages may require a bond and registration even from contractors holding a state license under Chapter 4740.
Yes. Section 1446.06 lets the Building Inspector grant a matching South Russell registration to holders of an active license or certificate from a recognized department in Ohio, but the $10,000 bond in Section 1446.10 is a condition of every South Russell registration. File the bond with the Village along with the fee and insurance.
The definition of contractor in Section 1446.08 expressly includes subcontractors and specialty contractors. Section 1446.08(b) bars anyone from acting as a contractor in the Village without a certificate of registration unless the chapter exempts them, so each one registers, and each registration carries the bond requirement in Section 1446.10.
December 31 of the year it was issued, no matter what month you registered. You can renew starting 30 days before that date by paying the fee. If it lapses, you file a new application and pay the fee again.
The bond guarantees work that conforms to approved plans and specifications, Ohio law and Village ordinances. Under Section 1446.10, a contractor who fails to correct a violation within the time the Building Commissioner sets has the registration revoked.
The surety prices the bond after reviewing the owner's credit and business history. The premium is a one time cost for the bond term, not a deposit, and you keep the $10,000 in your business.
