South Russell registers sewer and excavating as a single trade, and it will not let the registration take effect until a $10,000 bond is on file. Bond once, register for the year, and your permits are not held up waiting on registration paperwork.
Excavators working in the Village of South Russell register in the sewer and excavating classification under Section 1446.01(a)(2) of the Codified Ordinances and give the Village a $10,000 bond under Section 1446.10. Registration costs $100, expires December 31, and digging that reaches Village rights of way needs a separate Chapter 1010 permit and bond.

Section 1446.01(a)(2) lists sewer and excavating together as one trade. An excavating company that also lays sewer laterals registers once in that classification and pays the $100 fee once under Section 1446.02.
Section 1446.10 requires each applicant to give bond to the Village in the principal sum of $10,000. There is no tiering by company size or job size. The bond is conditioned on doing all work under the trade in line with approved plans and specifications, Ohio law and Village ordinances. No registration takes effect until the bond is filed, and the Building Commissioner prescribes the form.
Section 1446.05 requires an excavator to apply in writing on the Building Inspector's form, showing how long the applicant has done the work and listing people who can vouch for that experience, or showing registration from a recognized building department in Ohio. The signature must be notarized. Section 1446.06 lets the Building Inspector grant a matching registration to holders of an active license or certificate from a recognized department in Ohio, but the bond still applies.
Any work involving Village streets, rights of way, drainage, water or sewer systems or sidewalks falls under Chapter 1010. The Village Engineer reviews the job and recommends a bond capped at the cost for the Village to finish that part of the work. Section 1010.05 then requires that bond and a $50 permit fee. This is in addition to the $10,000 registration bond.
Chapter 1014 covers basement, foundation and similar excavations likely to be left open overnight. If the Police Department declares one dangerous, the property owner has 24 hours after notice to barricade and light it, and it may not stay open more than 30 days after that designation.
No. Section 1446.01(a)(2) lists sewer and excavating as a single classification, so one registration and one $100 fee covers both.
Not always. Work involving Village streets, rights of way, drainage, water or sewer systems or sidewalks needs a right of way permit under Chapter 1010, with a bond in the amount the Village Engineer recommends and a $50 fee.
Section 1446.06 lets the Building Inspector grant a matching registration if you hold an active license or certificate from a recognized department in Ohio and pay the fee and file insurance. You still file the $10,000 bond, since Section 1446.10 applies to every registration.
Section 1446.10 says a registration is revoked when the holder fails to correct or abate a violation within the time the Building Commissioner sets. The bond answers for work that does not meet approved plans, Ohio law or Village ordinances.
The surety reviews the owner's credit and business history and quotes a premium for the bond term. Strong credit and a clean claims record usually mean a lower quote.
