This $5,000 bond is a permitting credential, not a job guarantee. It covers your compliance with the Florida Building Code on work you permit in Jacksonville, it is written once for your company rather than once per pool, and the annual premium is a small fraction of the $5,000 face amount you would otherwise have to tie up.
Florida law lets Jacksonville require one bond per contractor, capped at $5,000, conditioned only on compliance with the Florida Building Code and payable to the Florida Homeowners' Construction Recovery Fund. Pool subcontractors are among the trades regulated by the City's Construction Trades Qualifying Board, and the bond is filed with the City where building permits are pulled.

This is not a performance bond for a homeowner's pool contract and it is not posted job by job. Section 489.131(3)(e) of the Florida Statutes allows a city or county to require one bond for each contractor, in an amount not to exceed $5,000, conditioned only upon compliance with the Florida Building Code. The statute makes the bond payable to the Florida Homeowners' Construction Recovery Fund, not to the City, and requires it to be filed in each county or municipality where a building permit is requested. It also must be equally available to all contractors.
The City of Jacksonville Construction Trades Qualifying Board acts under Chapters 62 and 342 of the Ordinance Code and Chapter 489, Parts I and II, Florida Statutes. Its published list of regulated trades includes pool contractors and pool subcontractors, and the Board reviews competency, financial responsibility, credit and insurance qualifications. Its fee schedule lists a $75 contractor certificate application fee, a $65 contractor and administration examination, and a $160 renewal fee for a specialty subcontractor certificate. Late renewal costs a double fee for each late cycle plus the application fee.
The Building Inspection Division registers license holders in JaxEPICS using a contractor registration form. The form asks for a copy of a valid state certificate, picture identification, and either a workers' compensation certificate naming the City of Jacksonville as certificate holder or a Florida Certificate of Election to be Exempt (Form DWC-252). Confirm the current bond form and filing steps with the Building Inspection Division before the bond is issued.
The surety sets the annual premium mainly from the owner's personal credit and the company's history. There is no collateral at this bond size for most applicants.
No. Florida law allows the City to require one bond for each contractor, not one per job. The same $5,000 bond stays in force across your Jacksonville permits as long as it is renewed.
Only in a narrow way. Under Fla. Stat. 489.131(3)(e) the bond is conditioned only on compliance with the Florida Building Code and is payable to the Florida Homeowners' Construction Recovery Fund. It is not a guarantee that a pool is finished on time or on budget.
The statute makes the bond payable to the Florida Homeowners' Construction Recovery Fund, and it is filed with the City of Jacksonville where you request building permits.
The surety prices the bond mainly on the owner's credit and business history. You pay a yearly premium rather than the $5,000 face amount.
