Forsyth will not accept a wine license application without this $1,000 performance bond attached. It costs a modest premium instead of cash, and having the bond in hand when you file keeps your application from stalling.
Under Sec. 4-48 of the City of Forsyth Code, an applicant for a malt beverage or wine license files a $1,000 personal performance bond with the application. The bond guarantees compliance with the city's laws, rules, regulations and ordinances and stays in force for as long as the license is valid. Forsyth is the Monroe County seat, and a separate state alcohol license is also required.

This bond belongs to the City of Forsyth in Monroe County, in middle Georgia. It is not a Forsyth County bond. Forsyth County, around Cumming, runs its own alcohol licensing under different rules. If your store sits inside Forsyth city limits, this is your bond.
Chapter 4 of the City of Forsyth Code governs alcoholic beverages. Sec. 4-48 requires a malt beverage or wine license applicant to file a personal performance bond in the amount of $1,000 with the application. The bond is conditioned on compliance with the city's laws, rules, regulations and ordinances, and it must stay in force while the license is valid. It is a compliance bond, so letting it lapse puts the license itself at risk.
The amount depends on the license. Package liquor licenses carry a $7,000 bond under Sec. 4-201, and distilled spirits by the drink carry $5,000 under Sec. 4-255. A store selling only wine, or wine and beer, posts the $1,000 bond.
Sec. 4-17 issues licenses for a calendar year. A license may be renewed annually by paying the applicable fees and submitting a renewal application to the City Manager before the current license expires. Sec. 4-10 also requires an advertising fee when a completed application is submitted, with the amount set each year by City Council resolution. Keep the bond renewed on the same cycle.
The city's Starting a Business guide says alcohol sellers need both a City and a State Alcohol Beverage License. Start with the City Clerk at 478-994-5649. The state license is handled by the Georgia Department of Revenue, which the city lists at 706-295-6688.
The surety sets the premium after reviewing the owner's credit and the business. You pay that premium, not the $1,000 bond amount.
Sec. 4-48 conditions it on the licensee's compliance with the city's laws, rules, regulations and ordinances. If the licensee violates them, the city can claim against the bond, and the surety then seeks repayment from the licensee.
