The $1,000 performance bond goes in with your Forsyth application to serve beer on premises. It is a small bond with a modest annual premium, and having it ready keeps the application from stalling at the City Clerk's desk.
The City of Forsyth in Monroe County, Georgia requires a $1,000 personal performance bond with each application for a malt beverage or wine license under Sec. 4-48 of the city code. For a retail pouring malt beverage dealer, which sells beer for consumption on premises, the bond guarantees compliance with all city laws, rules, regulations and ordinances and stays in force so long as the license is valid.

A restaurant or bar usually needs more than this one bond. Beer and wine are separate pouring licenses in Forsyth, each with its own application and its own $1,000 bond under Sec. 4-48. Serving distilled spirits by the drink adds a $5,000 bond under Sec. 4-255. Even a business that only allows customers to bring their own alcohol must hold a pouring license under Sec. 4-452. And check the jurisdiction. This is the City of Forsyth, the Monroe County seat, not Forsyth County.
Sec. 4-48 reads that an applicant for any license under the malt beverage and wine division shall file a personal performance bond of $1,000 with the application to ensure compliance with all laws, rules, regulations and ordinances of the city, and that the bond remains in force so long as the license is valid. Under Sec. 4-18, City Council may forfeit all or part of the bond for a violation of Chapter 4, with the amount tied to the seriousness of the violation, after at least three working days' written notice and a hearing.
Sec. 4-52 bars a malt beverage or wine license within 100 yards of a church, school, college building or a government owned alcohol treatment center. Businesses continuously licensed since before July 1, 1981 are exempt from that rule. Initial applicants and managers must submit fingerprints, and the application is presented in person to the City Clerk, sworn before a notary.
Licenses run for the calendar year. The annual fee is set by Council resolution and is due within 30 days after approval. Renewal goes to the City Manager before the license expires. Sec. 4-19 lets Council change bond amounts and fees by resolution no later than January 31 each year, so confirm the current figure with the City Clerk before the bond is issued.
Three. A $1,000 bond for the malt beverage pouring license, a $1,000 bond for the wine pouring license, and a $5,000 bond for the distilled spirits by the drink license.
Sec. 4-452 requires a business that allows brown bagging to hold a pouring license, and the pouring license application carries the bond.
Yes. City Council can forfeit all or part of the bond for a Chapter 4 violation after written notice and a hearing under Sec. 4-18. The surety pays and then seeks repayment from the licensee.
The surety prices the bond from the owners' credit and business history. It is paid each year the bond stays in force.
