Denver's ROW Paving license cannot be issued until the city holds an original $50,000 bond on its own form. You pay a yearly premium instead of setting aside $50,000, and the bond goes in the same packet as your application, equipment list, insurance certificate and $125 license fee.
Contractors paving streets or alleys in Denver's public right-of-way need a ROW Paving license from Community Planning and Development, Contractor Licensing. The license requires a $50,000 bond to the City and County of Denver under Denver Revised Municipal Code Section 49-626, filed in original form. The license fee is $125 and it renews every year. Contractors who only pave alleys can hold the separate ROW Alley Paving license, which uses a $25,000 bond.

Denver has two paving licenses for public property, and they carry different bonds. The ROW Paving license covers street and alley paving: gravel base course, asphalt or concrete paving, concrete curb and gutter, sidewalks, driveways, drainage structures and incidental work in the right-of-way. Its bond is $50,000. The ROW Alley Paving license is limited to alleys and uses a $25,000 bond. Pick the license that fits the work before you order the bond, because the form and amount are different.
Both require five years of verifiable experience in the trade. No exam is required.
The city's form is titled License Bond Pursuant to Section 49-626 of the Revised Municipal Code (Paving Contractor), in the penal sum of $50,000, with the City and County of Denver as obligee. The contractor agrees to follow every ordinance on street and alley paving and the Department of Public Works rules, to pay all claims incurred in the work, to hold the city harmless for damage caused by its work, and to repay the city for maintenance, repairs or replacements during the ordinance guarantee period.
The surety can cancel with 30 days written notice by certified mail to the Manager of Public Works.
Denver accepts only the original bond on the city form, sealed by the surety with a power of attorney attached. The name on the bond must match the applicant exactly, and for a corporation or LLC it must be signed by an owner, officer, member or partner. Paving applicants also submit a list of construction equipment, owned or rented. The insurance certificate must name Denver as additional insured with $1,000,000 per occurrence and $2,000,000 aggregate general liability and $1,000,000 auto liability.
The ROW Paving license fee is $125. ROW licenses renew annually, one year from the month of issue, and Denver does not mail renewal notices.
The premium is a percentage of the $50,000 bond amount, set by the surety after it reviews the owner's credit and business history.
Not necessarily. Denver offers a separate ROW Alley Paving license limited to alley work, and its city bond form is written for $25,000. The ROW Paving license covers streets and alleys and requires $50,000.
No. The ROW application requires the original bond on the City and County of Denver form, with the surety seal and power of attorney attached.
Every year, one year from the month the license was issued. Denver does not send reminders, and online renewal opens 30 days before expiration.
The signed application, the original bond, an insurance certificate naming Denver as additional insured, a list of your construction equipment, Secretary of State documents, the signer's photo ID and the $125 fee.
You pay a yearly premium that is a percentage of the $50,000 amount. The surety bases the rate mainly on the owner's credit and the company's history.
