If your crews only pave alleys in Denver, the city's Alley Paving Contractor license carries a $25,000 bond, half the $50,000 bond tied to the full street and alley paving license. Pick the right license, file the bond on the city's own form, and you pay a yearly premium instead of setting aside cash.
Denver requires a $25,000 surety bond, on the city's Alley Paving Contractor license bond form, from contractors licensed to pave alleys in the public right of way. The license sits under Denver Revised Municipal Code 49-626, and a general contractor licensed under DRMC Chapter 49, Article XVII, Division 2 does not need a separate paving license.

Denver's right of way licensing page lists two paving licenses. The Paving Contractor license covers street and alley paving, and its bond is $50,000 under DRMC 49-628. The Alley Paving Contractor license covers alley paving only, and the city's bond form for it sets the penal sum at $25,000. Both forms are issued under DRMC 49-626. If you will pave streets as well as alleys, the $25,000 alley bond is the wrong one.
DRMC 49-626 makes it unlawful to engage in the business of street or alley paving without a license, but a general contractor licensed under Division 2 of Article XVII of Chapter 49 does not need to be licensed as a paving contractor. That general contractor license carries its own $50,000 bond under DRMC 49-598.
The Alley Paving Contractor scope includes laying gravel base course, asphalt or concrete paving, concrete curb and gutter, concrete sidewalks, driveways, drainage structures and other work incidental to alley paving in the right of way or on other city property. All street patch repairs, including patches in public alleys, must carry Street Cut Pavement Repair Markers.
The bond names the City and County of Denver as obligee and must be written by a surety authorized to do business in Colorado. It guarantees that the contractor will follow every ordinance on alley paving and the right of way rules and regulations, satisfy claims incurred in the work, indemnify the city for damage from its acts or neglect, and repay the city's costs if the contractor fails to provide maintenance, repairs or replacements for the full guarantee period set by ordinance. The surety may cancel by certified mail notice, and the bond ends 30 days after that notice is received.
DRMC 32-63 sets paving contractor fees at a $25 application fee and a $125 annual license fee. Applicants need five years of verifiable experience in the trade, and no test is required. The packet also includes an equipment schedule and proof of insurance with the City and County of Denver as additional insured: commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and business auto liability of $1,000,000 combined single limit.
The surety prices the premium on the $25,000 bond amount and the owner's credit and experience. Confirm the current form and filing steps with Denver Contractor Licensing at 720.865.2770 before the bond is issued.
They are different licenses. The Paving Contractor license covers streets and alleys and carries the $50,000 bond in DRMC 49-628. The Alley Paving Contractor license is limited to alleys, and Denver's bond form for it sets the amount at $25,000.
No. DRMC 49-626 says a general contractor licensed under Division 2 of Article XVII does not need a separate paving contractor license.
By certified mail notice to the city office with which the bond is filed. The bond terminates 30 days after the notice is received, and the surety stays liable for acts before that date.
DRMC 32-63 sets paving contractor fees at $25 to apply and $125 per year for the license. The bond premium is separate.
No. Denver requires five years of verifiable experience in the trade but no exam for this license.
