Saginaw asks for a $1,000 surety bond with every solicitor or peddler permit, and the permit lists each person allowed to sell. Plan your crew before you file, because the city does not add solicitors after a permit is issued. The bond is small, quick to get, and goes in the same packet as the application at City Hall.
The City of Saginaw, Texas requires a $1,000 surety bond made payable to the City of Saginaw for each solicitor or peddler permit. The requirement sits in Chapter 14, Article VI of the Saginaw City Code, which covers peddlers, solicitors, itinerant vendors and donation seekers, with the bond at Section 14-233. The permit costs $100 per year plus $10 for each agent or employee, is valid for one year, and is filed in person with the City Secretary's Office.

Saginaw issues solicitor permits to a company and lists by name the individuals allowed to solicit under it. Only the people on the permit may sell door to door. The city states plainly that additional solicitors will not be added after the permit is issued, so a new representative needs a new application. The city's permit page describes the bond as $1,000 made payable to the City of Saginaw per permit.

Division 2 of that article covers the license, including Section 14-231 License required, Section 14-232 License application, Section 14-233 Bond required and Section 14-234 License fee. Section 14-213 lists exemptions. The city's permit materials cite Ordinances 80-17, 85-21, 91-10, 2008-06 and 2016-07. Check Section 14-213 if you think your activity may fall outside the permit requirement.
The Master Fee Schedule, adopted by Ordinance 2026-25 on August 11, 2026, sets the solicitor's permit at $100.00 per year plus $10 for each agent or employee. The permit is valid for one year. Processing takes a minimum of 48 to 72 hours, and the fee can be paid by cash, check or money order.
Soliciting is allowed from 9:00 a.m. to 8:00 p.m. April through October and 9:00 a.m. to 6:00 p.m. November through March. Each solicitor must carry the permit and keep the city issued badge visible at all times, respect No Soliciting signs, and stay out of roadways and medians. The city warns that violations lead to revocation of the license. The bond stands behind the permit holder's compliance and gives the City of Saginaw a source of recovery if the rules are broken.
