Wellston wants a separate $10,000 bond for each trade you register, so a plumbing contractor who also registers for heating and air conditioning needs two bonds, not one. Your State of Ohio plumbing license is required too, but it does not replace the bond. A surety bond meets the requirement for the cost of a premium and goes in on the city's own bond form.
Section 116.03 of the Wellston Code of Ordinances requires every contractor to file a $10,000 bond, approved by the Law Director, guaranteeing full and faithful compliance with the Wellston Building and Zoning Codes before a certificate of registration is issued. Plumbing contractors must also present a current State of Ohio license. Registrations are valid for the calendar year, expire December 31, and carry a $100 fee due by January 31.

The city's contractor registration form asks for an original Wellston bond form for $10,000 for each trade registration, with tree contractors the only exception. The trades on the form are electrical, general, heating and air conditioning, right of way, plumbing, lawn sprinkler, fire protection, and tree maintenance or removal. If you register for plumbing and a second trade, plan on a bond for each.
The form requires all specialty contractors, including plumbing, electrical, hydronics, fire suppression and heating and air conditioning, to present a current State of Ohio license. That license does not stand in for the bond. Ohio Revised Code 715.27(C) allows a city to require a contractor who holds a Chapter 4740 license to register, pay a fee and obtain a bond, and once those are in, the city must let the contractor start work right away.
The Chief Building Official issues a certificate of registration once the contractor has:
Section 116.02 also requires the contractor to tell the Zoning Inspector right away about any change in the required bond or insurance.
Section 116.04 sets a $100 fee for the certificate of registration, due on or before January 31 each year. The certificate is good for the calendar year it is issued and renews annually, and the registration form states that all registrations expire December 31.
Section 116.07 lets a homeowner work on the homeowner's own premises without registering, as long as the homeowner does the work or others do it without pay. The work still has to meet the Building and Zoning Codes and pass required inspections.
The surety prices the bond after reviewing the owner's credit and the business history, and you see the quote before you pay. Registration can be done through the city's online portal or on the paper form, and the Code Enforcement Office can confirm the current bond form before the bond is issued.
Yes. Wellston requires both the state license and the $10,000 bond, and Ohio Revised Code 715.27(C) lets a city require a bond from a contractor who holds a Chapter 4740 license.
If you register more than one trade, yes. The city's registration form asks for a $10,000 bond for each trade registration, with tree contractors the only exception.
Registrations are good for the calendar year and expire December 31. The $100 fee for the next year is due on or before January 31.
Section 116.03 requires liability insurance of at least $250,000 for bodily injury and $250,000 for property damage.
