An Ohio plumbing contractor license gets you in the door, but Dayton will not let you do plumbing business in the city until a $10,000 surety bond naming the City of Dayton is on file with its Board of Examiners of Plumbers. The bond is written on the city's own form, issues quickly, and lets you finish the city registration without tying up $10,000 in cash.
Dayton requires a $10,000 surety bond before any person, firm or corporation may engage in the plumbing business in the city. Section 114.11 of the Revised Code of General Ordinances calls for the bond to run to the city as obligee, be written by a surety company licensed by the State of Ohio, and be filed with the Secretary of the Board of Examiners of Plumbers. A plumbing contractor's registration costs $600 biennially or $350 annually.

Plumbing contractors licensed by the Ohio Construction Industry Licensing Board often expect that license to work everywhere in Ohio. Dayton keeps its own registration. Section 114.07 requires every person or business engaged in the business of plumbing in the city, regardless of residence, to secure the necessary city registration first. Section 114.11 says no one may engage in the plumbing business in the city without first filing a $10,000 surety bond with the Secretary of the Board of Examiners of Plumbers.
Ohio Revised Code 4740.12 allows cities to register and charge a fee to plumbing tradespersons, as long as the city also requires the state license. Dayton does. Section 114.081 asks contractor applicants for proof of a valid Ohio Construction Industry Licensing Board plumbing contractor's specialty license. A contractor with an active state specialty license does not have to sit for the city board examination under section 114.09, but still has to post the bond.
The amount is a flat $10,000 with no tiers. The City of Dayton is the obligee, and the surety must be licensed by the State of Ohio. The city's Plumbing Registration Bond form, revised October 2023, binds the contractor to conform to and abide by the ordinances of the City of Dayton and the rules and regulations that apply to plumbing contractors, and to indemnify and save the city harmless from losses, damages or claims. The form is written for a January 1 through December 31 term and is returned to City of Dayton Plumbing Inspection, 371 W. Second St., 2nd Floor, Dayton, Ohio 45402.
Section 114.08 sets three classes of registration. The plumbing contractor's registration costs $600 biennially or $350 annually. A journeyman plumber's registration costs $50 biennially or $30 annually, and an apprentice certificate costs $30 biennially or $20 annually. Registrations renew biennially on January 1 under section 114.12. A contractor who misses renewal by more than 30 days must show proof of a current state license before the registration is reissued.
Section 114.10 requires liability insurance on top of the bond, with public liability minimums of $100,000 each person, $300,000 each accident and $300,000 completed operations, and property damage minimums of $50,000 each accident and $100,000 aggregate for both operations and completed operations. Section 114.16 requires the registration number on every work vehicle in block numerals at least two inches high. Registrations cannot be transferred.
Section 114.19 exempts public utilities and institutions that keep their own plumbing departments, federal, state, county and city departments, and an individual plumbing his or her own single family home that he or she owns and occupies or is building to live in. Violations are a misdemeanor of the third degree under section 114.99.
Confirm the current bond form and filing steps with City of Dayton Plumbing Inspection before the bond is issued.
Yes. An active state specialty license lets a contractor skip the city board examination under section 114.09, but section 114.11 still requires the $10,000 bond on file before anyone engages in the plumbing business in Dayton.
The ordinance says it is filed with the Secretary of the Board of Examiners of Plumbers. The city's bond form directs it to City of Dayton Plumbing Inspection, 371 W. Second St., 2nd Floor, Dayton, Ohio 45402.
$600 biennially or $350 annually under section 114.08. Journeyman registrations and apprentice certificates have lower fees and are separate from the contractor registration.
Section 114.19 exempts public utilities and institutions with their own plumbing departments, government departments, and a homeowner plumbing his or her own single family home that he or she owns and occupies or is building to live in.
The surety sets the premium after reviewing the owner's credit. You pay that premium instead of depositing $10,000 with the city.
