A miscellaneous permit is often a one time event: a street fair that closes a state highway, a banner across a state road, a public art or landscaping project, a survey crew. The single permit bond covers that one job and nothing else, so there is no standing bond to carry after the work is done. INDOT's form sets a $10,000 minimum, and the original goes to the district office handling your permit.
INDOT issues a Miscellaneous Permit for any activity on state right of way not covered by another permit type, under 105 IAC 7-1-4. When the permit needs a bond and the permittee does not carry an INDOT blanket bond, it is backed by the Performance Bond for Right-of-Way Permits, single permit use only, with the Miscellaneous or Other box checked. The minimum is $10,000 and the amount should cover the expected project cost. The State of Indiana is the obligee, and the notarized original is delivered to the INDOT district office where the work will take place.

Under 105 IAC 7-1-4, a miscellaneous permit is required for any activity on a state right of way not covered by other permits. INDOT's miscellaneous permit page lists the usual examples: temporary banners and decorations, temporarily closing a state highway for a carnival or street fair, Adopt a Highway access, a coffee safety stop, public art and landscaping, and surveys. The Public Permit Guide adds lane closures, road closures, ag draglines and geotechnical investigations. The permit fee is $15, applied for and paid through INDOT's Electronic Permit System.
The INDOT Performance Bond for Right-of-Way Permits carries this instruction: minimum amount is $10,000 and should cover the expected project costs. The $500,000 figure on the same form applies only to broadband access permits, not to miscellaneous work. A road closure with barricades and restoration work will usually justify more than a banner hanging, so price the bond to the actual job. 105 IAC 7-1-14 is the rule that lets INDOT require bonding on applications beyond commercial driveways.
This bond is marked single permit use only. It backs one permit tracking number. If you or your organization will pull INDOT permits regularly, a blanket bond covering multiple permits is filed centrally instead. For a one off miscellaneous permit, the single bond is simpler and ends with the job.
The bond is notarized, uploaded as a PDF in the Electronic Permit System, and the original documents are submitted to the INDOT district office where the work will take place. INDOT has six districts: LaPorte, Crawfordsville, Fort Wayne, Greenfield, Seymour and Vincennes. Bonds missing a signature, a printed signer name or a notary seal are not accepted.
Under 105 IAC 7-1-28, permitted work must be completed within one year after the permit is issued unless an extension is approved, and once construction begins it must be finished within 30 days unless a special condition says otherwise. Under 105 IAC 7-1-21 the permittee pays INDOT's inspection costs when a department employee is assigned to inspect the work. The Public Permit Guide lists those costs, and remediation the permittee fails to complete, as reasons INDOT uses a bond.
Schools, churches and local governments may be exempt from permit fees or bond requirements by submitting the appropriate waiver, per the INDOT Public Permit Guide. Festival committees and nonprofits that are not one of those entities should plan on bonding.
Yes. The INDOT single permit performance bond form states a minimum amount of $10,000. Larger jobs should be bonded for their expected project cost.
Upload a PDF in the Electronic Permit System and deliver the original documents to the INDOT district office where the work will take place. Only blanket bonds go to the central office in Indianapolis.
Local governments, schools and churches may be exempt from bond and fee requirements by submitting the appropriate waiver. Private event organizers post the bond.
Under 105 IAC 7-1-28 the work must be completed within one year of the permit being issued unless INDOT approves an extension. Once work starts, it must be finished within 30 days unless a special condition allows otherwise.
INDOT's fee for a Miscellaneous Permit is $15. The bond premium is separate and is paid to the surety.
