The $5,000 bond is one of four documents the Colorado Springs City Clerk needs before it will license you to pour sidewalks, curb and gutter, or driveways in the city right of way. It is written on the city's own bond form, it renews with the license, and you pay a premium instead of tying up $5,000.
Colorado Springs requires a $5,000 surety bond, on the City Clerk's Concrete Contractor License Bond form, from anyone who builds or repairs sidewalks, curb and gutter, or driveways in the city right of way. The license is governed by City Code 3.3.5, costs $110 a year, and also requires $1,000,000 in commercial general liability insurance naming the city as certificate holder.

Under City Code 3.3.5, no person may construct or repair a sidewalk, curb and gutter, or driveway within the City of Colorado Springs right of way, or contract to do that work, without first getting a concrete contractor license and a permit. Work on private property outside the right of way is not what this license covers. The general business license rules in City Code Chapter 2, Article 1 also apply.
The city's Concrete Contractor License Bond names the City of Colorado Springs as obligee in the penal sum of $5,000. The surety must be authorized to do business in Colorado. The bond guarantees that the contractor will:
The bond runs concurrent with the license and is continuous, covering the original term and every renewal. It stays in force until the surety cancels it with prior written notice to the Deputy Licensing Officer in the City Clerk's Office. Cancellation does not wipe out liability that already accrued.
The annual license fee is $110, with a $55 late renewal fee and a $5 duplicate license fee. Licenses are valid for one year from issuance or renewal. Along with the bond, the City Clerk needs the business license application, a certificate of commercial general liability insurance for $1,000,000 listing the City of Colorado Springs as certificate holder, and Secretary of State trade name and good standing records where they apply. Separate right of way permits may also be needed for each job.
In 2026 the City Clerk published a proposed City Business License Code that will replace the current general business license code. The city describes the changes as restructuring and non-substantive. Check the current bond form with the City Clerk before the bond is issued.
The premium is set by the surety based on the $5,000 bond amount and the owner's credit.
Building or repairing sidewalks, curb and gutter, or driveways within the City of Colorado Springs right of way, or contracting to do that work, under City Code 3.3.5.
Not necessarily. The city's bond form makes the bond continuous, so it covers the original license term and every renewal until the surety cancels it with written notice to the City Clerk.
Fines and penalties for license violations, damage to the city caused by negligent sidewalk, curb or driveway work, damage from a lack of proper site protection, and unpaid fees owed to the city.
$110 a year, plus $55 for a late renewal. The bond premium is separate and is set by the surety.
No. Right of way permits may still be required for individual concrete jobs. The city's Right of Way Management team handles those.
