One $20,000 license and permit bond on file with Arapahoe County covers you for a year of street cut, right-of-way use and pothole permits, so you are not bonding each job separately. It renews by continuation certificate, and the county will not take cash or a certified check in its place.
Arapahoe County requires every contractor and every listed subcontractor on a right-of-way permit to have a $20,000 license and permit bond and a liability certificate on file before the permit is issued. The bond is payable to the Board of County Commissioners of Arapahoe County, runs one year from issue and can be renewed by continuation certificate. It answers for county expenses caused by the permit holder for 365 days after a permit expires.

The point most often missed is on the county's Street Cut, ROW Use and Pothole Permit application. All contractors and all subcontractors listed as doing work on the permit must have a bond and a certificate of liability insurance on file with the county before the permit can be issued. A general contractor's bond does not carry the subs.
The permit terms call for a non-cancelable license and permit bond of $20,000, payable to the Board of County Commissioners, Arapahoe County, in the name of the applicant. The duration is one year from the date of issue, and it may be renewed by continuation certificate. The county's Bonds and Insurance page adds that the bond may be set at the estimated cost of public improvements currently permitted or under warranty instead of $20,000, so larger permit volume can push the figure up.
The bond assures that you will follow the county's Infrastructure Design and Construction Standards, and it lets the county recover any expense it incurs within 365 days after a permit expires because of your work. Each permit also carries a one year warranty period that begins after the inspector approves the completed work. The county will not accept cash deposits, certified checks or similar security in place of the bond.
The county waives bonding when the work is within an approved, current development agreement such as an SIA, TSEA or IGA with collateral already in place, when the work is done by a local improvement district, metropolitan district or other entity with a valid letter of responsibility on file, or when the work is for Arapahoe County and the contractor has already given the county a performance and payment bond.
A liability and property damage policy is also required, at not less than $400,000 each for property damage, public liability and bodily injury, or the higher amount in the Colorado Governmental Immunity Act. The Board of County Commissioners and the county's officers, agents and employees are named insureds.
A permit found without adequate bond is subject to immediate revocation, and contractors who work without the bond are denied all future Arapahoe County permits until it is in place.
