This bond has nothing to do with customs or international shipping. It covers the City's cost to fix streets and clean up dirt after your trucks haul earth to or from a hillside grading site. The amount is set in your haul route staff report, and the bond has to be posted before the Board's haul route clearance is released.
The Los Angeles Import/Export Payment Bond is required under LAMC 62.202 when a grading permit results in hauling 1,000 cubic yards or more of earth materials over City streets in a hillside area. It guarantees the property owner will pay, within 30 days of billing, the City's costs to repair damaged streets or other public facilities and to remove earth and debris left by the hauling. The bond amount is set for each project in Section A of the Haul Route Staff Report, and the bond is issued through the Bureau of Engineering's Bond Control office.

The name causes confusion. Import and export here mean importing or exporting soil to or from a grading site, not goods crossing a border. When a hillside grading project moves more than 1,000 cubic yards of earth, LAMC 91.7006.7.5 requires a public hearing before the Board of Building and Safety Commissioners to approve the haul route. One condition of that approval is a cash or surety bond under LAMC 62.202 to cover road damage and street cleaning caused by the hauling.
The property owner posts the bond. The City's form names the City of Los Angeles and each officer and employee as obligees. The amount is not a fixed citywide figure. It is set project by project, and LADBS directs applicants to Section A of the Haul Route Staff Report for both the Bureau of Engineering bond amount and the Street Services permit fee. Use that number.
The principal agrees to pay all costs the City incurs to repair damaged streets or other public facilities and to remove deposits of earth or debris from the principal's operations along the approved loaded and unloaded truck routes. Payment is due within 30 days of the City's bill. The bond stays in effect until the City Engineer issues a Certificate of Acceptance or exonerates or cancels it.
After the Board approves the haul route, the applicant submits proof of bond posting with the Bureau of Engineering and a receipt for the Street Services permit fee under LAMC 62.201 to the Board's Commission Office. Bond forms come from Bond Control at the Bureau of Engineering Valley District Office in Van Nuys. The grading permit has to be secured within 12 months of Board approval and hauling must begin within 18 months, or a new haul route application and hearing is required.
No. It is a Los Angeles public works bond for hauling soil on a hillside grading project. It pays the City back for street repairs and cleanup caused by the haul trucks.
