No company gets onto Seattle's Registered Side Sewer Contractor list without a $30,000 bond on SDCI's current form. The bond runs three years from the day the surety signs it, which is a different clock from the annual registration renewal, so it is easy to miss. Getting it written correctly on the right form keeps the registration in good standing.
Seattle requires every Registered Side Sewer Contractor to post and maintain a $30,000 surety bond under Seattle Municipal Code 21.16.060. The bond is conditioned on the contractor replacing and restoring any street or public place disturbed by side sewer work. It is written on the current Seattle Department of Construction and Inspections form and expires three years from the date the surety signs it.

Registration renews every year, but the bond does not follow that cycle. SDCI states that the bond expires three years from the date the surety company signs it, and a new bond is required when it expires. A lapsed bond is one of the grounds on which the Director may suspend a registration under SMC 21.16.065.
The Side Sewer Code defines a Registered Side Sewer Contractor as a person approved and registered by the SDCI Director to construct or repair side sewers. SDCI Tip 503 describes a registered contractor as a licensed and bonded company with at least one employee who has passed the RSSC exam. SMC 21.16.060 requires every registrant to file a $30,000 bond conditioned that the contractor shall replace and restore the street or public place as required by Section 21.16.280. If a claim is made on the bond, the contractor must immediately post a new bond.
The bond is one of several items. SDCI also requires a Washington State general or site work contractor's license, a current Seattle business license, and commercial general liability insurance of at least $1,000,000 per occurrence combined single limit for bodily injury and property damage, with the City named as additional insured and 30 days notice of cancellation or change. Someone at the company must pass the RSSC exam, a 45 question closed book test that requires a score of at least 80 percent.
SDCI charges $200 to register, $150 to renew and $100 for the exam. These are paid to the City through the Seattle Services Portal and are separate from the bond premium.
SDCI asks contractors to email the completed bond form for approval first, then mail the approved original with the surety's power of attorney to PO Box 34019, Seattle, WA 98124. If a registration has been expired for more than one year, the contractor must prove all of the initial requirements again.
Three years from the date the surety company signs it, according to SDCI. Registration renews each year, so track the bond date separately and replace it before it expires.
SMC 21.16.060 conditions the bond on the contractor replacing and restoring any street or public place disturbed by side sewer work, as required by Section 21.16.280.
The code requires the registered contractor to immediately post a new bond. A lapse in bond coverage is also a ground for suspension under SMC 21.16.065.
SDCI asks for the bond form by email first for approval. After it is approved, mail the original with the power of attorney to PO Box 34019, Seattle, WA 98124.
The surety prices the bond from the $30,000 amount, the three-year term and the contractor's credit, work history and finances. The quote is specific to your company and is separate from SDCI's registration fees.
