The Lawton lake permit agent bond is sized to your permit stock, not to a fixed number. Bond enough to cover every city permit you will take from the licensing clerk at one time and you can keep selling through the busy season without stopping to increase coverage. A surety bond also keeps your own cash free instead of posting a cash bond.
Under Sec. 19-7-708 of the Lawton Code of Ordinances, a business appointed by the City of Lawton finance director to sell lake recreational permits for Lake Lawtonka and Lake Ellsworth must post and file with the finance director a security bond or cash bond equal to or greater than the total value of all permits obtained from the licensing clerk or in the agent's possession at any time. The agent earns an administrative fee of 10% of the amount returned and paid to the licensing clerk.

There is no single dollar figure in the code. Sec. 19-7-708(B) requires the agent to post a security bond or cash bond in an amount equal to or greater than the total value of all permits obtained from the licensing clerk or in the agent's possession at any time. The phrase at any time matters. If you plan to carry more permits during peak fishing or hunting season, the bond has to cover that larger stock, not your average.
Sec. 19-7-708(A) allows any person operating a concession or business in the vicinity of Lake Ellsworth or Lake Lawtonka, and any person operating a business establishment within Lawton city limits, to apply. The finance director approves the appointment. The agency covers only selling lake recreational permits and collecting the fees for them, and nothing else.
The agent is holding city permits and collecting city money. The bond guarantees the City of Lawton that the value of those permits will be returned and paid to the licensing clerk. If an agent sells permits and does not remit, the city can recover from the bond.
Agents must charge the fee printed on each permit and may not add any additional fees or charges. The city pays the agent an administrative fee of 10% of the total amount returned and paid to the licensing clerk. The finance director may adopt administrative rules on issuing permits and collecting fees, and may revoke an agent's privileges for good cause. A revocation can be appealed to the city manager, whose decision is final.
Sec. 19-3-302 requires a city fishing permit to fish in any city lake, and Sec. 19-3-304 says no one may apply for a city fishing permit without first holding a state fishing license. Anglers must carry both under Sec. 19-3-305. City permits come in annual, five year and lifetime terms, with combination fishing and hunting options. Your customers will often ask about both, so know which one you are selling.
At least the total value of all city permits you obtain from the licensing clerk or have in your possession at any time. If your permit stock grows, the bond needs to grow with it.
Yes. Sec. 19-7-708(B) allows either a security bond or a cash bond filed with the finance director.
The city pays the agent an administrative fee of 10% of the total amount returned and paid to the licensing clerk. Agents may not add their own fees or charges to the price of a permit.
No. The Lawton appointment covers only selling the city's lake recreational permits and collecting their fees. State fishing licenses are a separate requirement, and Sec. 19-3-304 says a person needs a state fishing license before applying for a city fishing permit.
Yes. The finance director may revoke an agent's privileges for good cause. You can appeal to the city manager, who may modify, reverse or affirm the decision, and the city manager's decision is final.
