Plumbing Contractor ($25,000) Bond - Cuyahoga County Board of Health, OH in Ohio

Brief Summary

The Cuyahoga County Board of Health will not register a plumbing contractor without a $25,000 bond on its own Contractor's Performance Bond form. Registration runs on the calendar year and ends December 31 no matter when you sign up, so plan on a bond for each registration year and have it written on the Board's current form.

Plumbing contractors working in the communities served by the Cuyahoga County Board of Health must register with the Board each calendar year and file a $25,000 contractor's bond under Section 6.1 of the CCBH Plumbing Regulation. The bond guarantees compliance with the Ohio Plumbing Code and Board regulations and binds the surety to correct or abate a violation the contractor fails to fix. Registration also requires a $100 annual fee, a current Ohio plumbing contractor license and liability insurance of at least $500,000.

Detailed Information About the Ohio Plumbing Contractor ($25,000) Bond:

Where this registration applies

The Board's plumbing program oversees work in nine communities, not all of Cuyahoga County. Residential work is overseen in Olmsted Township and Chagrin Falls Township. Commercial work is overseen in Linndale, Olmsted Township, Valley View, Bentleyville, Chagrin Falls, Chagrin Falls Township, Gates Mills, Hunting Valley and Moreland Hills. If your job is in one of these communities, this is the registration and bond you need.

The bond follows the calendar year

Section 5.1 of the regulation makes each certificate of registration valid only for the calendar year in which it is approved, ending December 31. The Board's 2026 bond form covers the calendar year of 2026, ending December 31, 2026. A contractor who registers in November gets the same end date as one who registers in January.

What the bond guarantees

Section 6.1 requires a $25,000 contractor's bond on the form designated as the Contractor's Performance Bond. It guarantees full and faithful compliance with the Ohio Plumbing Code and the applicable codes and regulations of the State of Ohio and the Board. If the registered plumber refuses, neglects or fails to correct a violation within the time limit the Board sets, the surety is bound to correct or abate it. The Board, any injured party, or both may bring an action on the bond, and the action must be commenced within two years after the registration expires.

Who does not need to register

Section 3.1 exempts an owner of a single family, two family or three family dwelling who lives there or intends to live there once construction is complete, when installing or altering plumbing in that same dwelling. Anyone else engaged in plumbing work in these communities registers and posts the bond.

What goes in the registration packet

The 2026 application asks for the $100 registration fee, the $25,000 CCBH Plumbing Contractor Registration Bond, a certificate of liability insurance showing the Cuyahoga County Board of Health as insured or additional insured, and proof of a current plumbing contractor license issued by the Ohio Construction Industry Licensing Board. Section 6.2 sets the insurance minimum at $500,000.
