Anyone who touches Fairfield's water distribution system or sanitary sewer needs a Public Utilities license, and the license does not issue without this $25,000 bond on the city's own form. The bond is written on that form, notarized and sealed, and returned to you ready to email to Public Utilities with your application.
The City of Fairfield requires a $25,000 performance and maintenance bond from every individual, firm or corporation licensed to do water or sewer service work, under Chapters 921 and 925 of the Codified Ordinances. The bond runs through December 31 of the license year and stays in force for a further calendar year to cover maintenance, so the bond you buy for 2026 must be kept in place through 2027.

Fairfield's Public Utilities Department, through its Wastewater Division, licenses anyone working on any part of the City's water distribution system, including domestic and fire service lines, or on the sanitary sewer system, and anyone making a water or sewer service connection or repair. This is separate from Building and Zoning registration, which covers electrical, HVAC and sign work. The governing rules are in Chapters 921 and 925 of the Fairfield Codified Ordinances.
This is not a one year bond. The city's form keeps it in effect through December 31 of the license year and then for one more calendar year after that, and it covers the work for one year after performance is complete. The 2026 packet says it plainly: the bond is issued for 2026 and must be maintained for a full calendar year thereafter. Cancelling early leaves the maintenance period uncovered.
The principal promises to faithfully perform as a Water / Sewer Servicer, installing and repairing water service lines, sewer laterals, sewer mains and their accessories in conformity with law, regulation and approved plans and specifications. The bond also protects the City against claims for damage to any person or property arising from the work. Later changes to Fairfield's ordinances do not reduce the surety's obligation.
The license fee is $40 per license per person, and the water license and sewer license are billed separately. You also need liability insurance of at least $100,000 and workers compensation coverage. Licenses are good only for the year issued and must be renewed by January 1 of the following year.
The surety prices the bond from the $25,000 amount, the two year exposure built into the form, and the credit and experience of the principal. Contractors with clean credit and a history of utility work pay less.

No. The bond must stay in force through December 31 of the license year and a full calendar year after that, and it covers the work for one year after completion. Claims stay enforceable until they are fully and finally determined.
