Carroll County sizes this bond by the mile, not as one flat figure. The Engineer's special hauling permit calls for a minimum $25,000 per mile surety bond, so a haul route that runs several miles of county road needs a bond several times that size. Get the route right on the permit map and the bond amount follows from it.
The Carroll County Road Bond names the Carroll County Commissioners as obligee and covers damage to roads, bridges, culverts, ditches and traffic control devices from heavy or overweight hauling. The County Engineer's Special Hauling Permit (Rev. 05/2020) requires a minimum $25,000 per mile bond for all overweight loads, and requires a bond for all heavy hauling on county roads during the Frost Law Period, December 1 to May 15. There is no charge for the permit itself.

The Special Hauling Permit states that a minimum $25,000.00 per mile bond will be required and that all overweight loads require a minimum bond of $25,000.00 per mile. The Engineer may require a higher bond because of roadway conditions, the amount of product to be hauled, or poor cooperation from the company.
The commissioners' journal shows how this plays out. On March 5, 2026 the board approved a special hauling permit for Cashmere Road (CR 58) in Perry Township backed by a $25,000.00 bond, and another for April Road (CR 13) in Fox Township backed by a $50,000.00 bond, each as required by the County Engineer.
From December 1 to May 15 the Carroll County Commissioners reduce legal load limits on all county and township roads by 25%. All heavy hauling on county roads during this period requires a bond, the normal bond is $25,000 per mile, and heavy hauling is permitted only when the roadway is frozen. The company must contact the County Engineer's Office each time it plans heavy hauling during the period.
The county Road Bond form names the Carroll County Commissioners as obligee. It covers damage to roads, including the wearing surface, base, shoulders and berms, as well as bridges, culverts, ditches, traffic signs, traffic control devices and intersections, caused by moving the loads, vehicles or equipment described in the principal's permit application or applications. Cancellation requires thirty days notice in writing to the obligee by certified U.S. Mail.
When hauling is finished, the bond is returned to the company or transferred to another permit, in whole or in part, depending on the condition of the road.
Ohio Revised Code 4513.34(D) lets a local authority that issues a special permit for an oversize or overweight move require a bond or other security conditioned on the permit fee being sufficient to compensate for damage to the roadway or a street or highway structure. It also lets the local authority require a mutual agreement to compensate for or repair excess damage. In Carroll County the commissioners separately approve Road Use Maintenance Agreements for drilling, pipeline, cell tower, gas and oil facility and power facility projects, and those agreement forms are posted on the Engineer's permits page.
The county permit does not clear township roads. The appropriate Township Trustees must also be contacted before hauling on township roads, and trustee lists are available at the County Engineer's Office, 200 Kensington Road NE, Carrollton, phone (330) 627-4110.
The Special Hauling Permit sets a minimum of $25,000 per mile. The Engineer can require more based on roadway conditions, the amount of product to be hauled, or poor cooperation from the company. Recent permits approved by the commissioners were backed by $25,000 and $50,000 bonds.
