Plumbing ($25,000) Bond - Blasdell, NY in New York

Brief Summary

Every Blasdell plumbing license expires on December 31 of the year it was issued, no matter which month you got it, and the $25,000 bond has to be renewed with it. Miss the renewal by more than 30 days and the license lapses, which means applying from scratch. A surety bond meets the village's indemnity company requirement for a premium instead of tying up $25,000.

The Village of Blasdell requires anyone licensed to conduct a plumbing business in the village to file a $25,000 bond of an indemnity company with the Village Clerk under Village Code Section 174-4B. The bond protects the village against damage from careless or imperfect work and from violations of village rules, including the rules on excavating streets and driveways. Licenses expire every December 31, and renewal requires filing a renewal of the bond.

Detailed Information About the New York Plumbing ($25,000) Bond:

The license runs to December 31, not for a full year

Under Section 174-8 of the Blasdell Village Code, every plumbing license expires on December 31 of the year it was issued and may be renewed within the 30 days before expiration. Section 174-9 says renewal requires the license fee set by the Board of Trustees and a renewal of the required bond and proof of financial responsibility. If the renewal application is not made within 30 days after the old license expires, the license is deemed lapsed and you must apply again under Sections 174-3 and 174-4.

What the bond covers

Section 174-4B requires a bond in the sum of $25,000 of an indemnity company, filed with the Village Clerk. It is conditioned to indemnify and save harmless the Village of Blasdell from damages and losses resulting from work done carelessly or imperfectly, or in a way that injures persons or property, and from failure to follow the rules of the Village Board or Superintendent of Highways, the village ordinances on excavating public streets, private driveways or property, or any other village ordinance.

The bond is not the only financial requirement

Section 174-4C separately requires certificates of insurance protecting the village with personal liability limits of $100,000/$300,000 and property damage liability of $50,000. In place of the insurance certificates, the applicant may post a surety or real property bond. This is a second requirement and is not satisfied by the $25,000 license bond. Section 174-12 also requires a deposit set by the Board of Trustees when opening streets, roads or sidewalks, and the plumber is responsible for those repairs.

Who must be licensed

Section 174-3 applies to any person, firm or corporation that wants a license to conduct a plumbing business in the village. A firm or corporation applies through an officer or member at the Village Clerk's office. Under Section 174-4A, the Clerk issues the license only after receiving a Building Inspector certificate, dated within one year of the application, showing that the applicant, a member of the firm or the corporation's superintendent of construction passed an examination. Section 174-2C sets the training and experience required, and the village may honor a certificate of competency from another municipality. Licenses cannot be transferred.

Confirm the current bond form and fee with the Village Clerk before the bond is issued.

New York Plumbing ($25,000) Bond FAQs:

When does my Blasdell plumbing license expire?

Every license expires on December 31 of the year it was issued, under Village Code Section 174-8. You may renew within the 30 days before expiration. If you do not apply for renewal within 30 days after expiration, the license lapses and you must apply as a new applicant.

Does the $25,000 bond cover my insurance requirement?

No. Section 174-4C requires separate insurance certificates with $100,000/$300,000 personal liability and $50,000 property damage limits. You may post a surety or real property bond instead of the insurance certificates, but that is a separate instrument from the $25,000 license bond.

What can the village claim against the bond for?

Damage or loss from work done carelessly or imperfectly, injury or loss to people or property from your work, and failure to follow village rules, including the rules on excavating public streets, private driveways or property.

Do I need a deposit to open a street?

Yes. Section 174-12 requires a deposit set by the Board of Trustees, payable to the Village of Blasdell, when opening streets, roads or sidewalks. The plumber who did the work is responsible for the repairs.

What does the bond cost?

The premium is a percentage of the $25,000 bond amount that the surety sets after reviewing the owner's credit and the business's history. You pay it each year the license is renewed.
