Contractor License ($10,000) Bond - Village of Brookfield, IL in Illinois

Brief Summary

Brookfield wants a signed original License and Permit Bond for $10,000 before you perform any work in the village. For most contractors that figure is flat. Electrical contractors are the exception: their bond must equal the total cost of the proposed project, never less than $10,000. Get the bond, the insurance certificate and the $150 license fee in together and the license is not held up.

Section 12-604 of the Brookfield Code of Ordinances requires all building contractors to give the building department a $10,000 license and permit bond before performing any work in the village. The village's Building and Permitting page states that all contractors and subcontractors working in Brookfield need a village contractor license, with a signed original bond, a certificate of insurance naming the Village of Brookfield, and a license fee of $150. Electrical contractors post a bond equal to the total project cost, with a $10,000 minimum, under Section 12-634.

Detailed Information About the Illinois Contractor License ($10,000) Bond:

Flat $10,000, except for electricians

Section 12-604(a) requires all building contractors, before performing any work in the village, to provide the building department with a license and permit bond in the sum of $10,000. Electrical contractors follow Section 12-634 instead. Their permit bond must equal the total cost of the proposed project and may not be less than $10,000, so an electrician on a large job may need a bond well above the figure on this page.

What the bond guarantees

The bond ensures that the contractor follows the village building codes, zoning code and other village codes and regulations, and corrects any work done improperly. It also protects the village, its officials and employees from accidents and damages, and can be used for repair or replacement of streets, curbs, sidewalks, trees and other items in the public right of way that the contractor or its workers damage. Sureties must be approved by the village manager.

Insurance that goes with it

Section 12-605 bars a building permit until the contractor and each subcontractor certify these coverages and provide a certificate of insurance, with the village named as additional insured and at least 30 days notice of cancellation:

  • Comprehensive automobile liability of $500,000 bodily injury per person, $1,000,000 bodily injury per accident, $500,000 property damage each occurrence, and $1,000,000 combined each occurrence.
  • Workers compensation at statutory limits, with employer's liability of $500,000 bodily injury per person.
  • Comprehensive general liability of $1,000,000 bodily injury each occurrence, $1,000,000 bodily injury aggregate, $500,000 property damage per occurrence, and $1,000,000 property damage aggregate.

License, fee and term

Applications go to the chief building inspector on village forms (Section 12-599). The Appendix A fee schedule sets the contractor annual license fee at $150, and Section 12-600 adds a fee for each additional person employed beyond one. A license is valid for the year issued, can be renewed by paying the annual fee in advance, and cannot be transferred (Sections 12-602 and 12-603). An electrical contractor license expires on December 31 of the year issued. The village offers online renewal through Cloudpermit.

Trade licenses come first

The village requires roofers to hold a State of Illinois roofing license, plumbers to hold a State of Illinois or City of Chicago plumbing license, and electricians to hold a license from a testing municipality approved by the village. The fee schedule lists licensed plumbers, irrigation contractors, fire suppression sprinkler contractors and licensed security contractors as needing no village license. Contractors in those trades should confirm with the village at permits@brookfieldil.gov whether a bond is still expected for their work.
