Chubbuck sets $10,000 as the minimum and lets the city engineer ask for more when the risk to the city is higher, so confirm the figure for your job before the bond is written. With the bond and insurance in hand you can file the permit application and the right of way contractor license together and start work on schedule.
Chubbuck City Code section 12.04.020 requires every permittee doing construction, excavation, maintenance or repair work in a city street, alley, sidewalk or other public place, including city easements, to deposit a $10,000 surety bond with the city before work begins. The city engineer may require a larger bond, and public utilities directly regulated by a federal or state utilities commission may post a corporate performance bond instead.

Section 12.04.020 sets the bond at $10,000, but the city engineer may require a larger amount if the risk of liability to the city is greater than the minimum. The city's 2026 Application and Permit to Use Right-of-Way repeats this, stating the bond amount may be increased by the city engineer if deemed necessary for the protection of the city.
Under section 12.04.010, all individuals, persons, firms or corporations taking part in any construction, demolition, clearance, excavation, maintenance or repair project on or in any public street, alley, sidewalk, curb, gutter, land, building, facility or other public place, including property subject to an easement held by the city, must get a permit first. Each permittee deposits the bond with the city before starting.
A public utility directly regulated by a federal or state public utilities commission may provide a corporate performance bond instead of the surety bond. Under section 12.04.050, owners of improved property who install curbs, gutters or sidewalks along city streets or easements joining or crossing their own property do not post the bond, but they still need the permit, must prepay inspection fees and must sign an agreement indemnifying the city.
Section 12.04.030 requires every bond to include the promise that the parties will comply with all city ordinances, that the surety will hold the city harmless from damages assessed against the city or its officers or employees because of the work, and that the surety will pay all fines, forfeitures, costs, attorney fees and penalties assessed against the insured party and the city.
The 2026 permit fee is $50. Permittees must carry general public liability insurance of at least $1,000,000 per occurrence with the city named as additional insured. Contractors also file the Application for License to Work Within Right-of-Way, which lists $10,000 bonding, a 2026 license fee of $25 and a license expiration of December 31, 2026, and requires agreement to City Code sections 12.03 through 12.05.
The permit requires pavement to be restored within 24 hours of project completion. If trench or pavement settlement occurs within three years of installation, the permittee must make repairs at no cost to the city.
