The $5,000 Tallahassee master plumber bond is a local filing that sits beside your state plumbing license, not in place of it. Florida law limits a local contractor bond to one purpose, compliance with the Florida Building Code, and caps it at $5,000. A surety bond meets that requirement for an annual premium instead of a cash deposit with the city.
The City of Tallahassee is the obligee on this $5,000 master plumber bond. Florida Statute 489.131(3)(e) allows a city to require one bond per contractor, not to exceed $5,000, conditioned only on compliance with the Florida Building Code and payable to the Florida Homeowners' Construction Recovery Fund. Confirm the current bond form and filing steps with the City of Tallahassee Growth Management Department before the bond is issued.

Plumbers often think this bond is part of state licensing. It is not. The Florida Department of Business and Professional Regulation issues the plumbing license, and the City of Tallahassee asks for its own bond before you pull permits inside city limits. The City's Contractor License Registration Requirements form asks for a State of Florida contractor's license and current insurance certificates, and states that all license and insurance certificates must be current before a permit is issued.
Section 489.131(3)(e) of the Florida Statutes lets a county or municipality require one bond for each contractor in an amount not to exceed $5,000. The bond is conditioned only upon compliance with the Florida Building Code. It must be equally available to all contractors regardless of how long they have been licensed, it is payable to the Florida Homeowners' Construction Recovery Fund, and it is filed in each county or municipality where a building permit is requested. Bond reciprocity is granted statewide, and the bond counts toward any financial responsibility requirement imposed by another statute or rule. The $5,000 amount on this bond is the maximum the statute permits.
Under the same subsection, a contractor who provides a third party insured warranty policy in connection with a new building or structure is excused from the bond for that building.
The City's registration form, license and insurance certificates may be emailed to permits@talgov.com, and permit applications go through the City's online permitting portal. Workers' compensation certificates for out of state contractors must list Florida as a covered state. Ask Growth Management how the city wants the $5,000 bond submitted with your registration.
No. The license is issued by the state. The bond is a separate local requirement that Florida Statute 489.131(3)(e) allows the City of Tallahassee to impose.
