Dock and seawall work in Pinellas County runs through a county permit even when the job sits inside a city. Have the $5,000 bond ready before you apply and the permit is not held up waiting on paperwork from your surety.
Pinellas County requires a permit from its Water and Navigation section for docks, marinas, seawalls, riprap, tie poles and all dredging or filling in county waters, including projects inside municipalities. The $5,000 Dock, Pier, and Wharf Construction bond is posted by the contractor in favor of Pinellas County and guarantees that the contractor follows the county rules that govern this work.

Many marine contractors assume a dock in Clearwater, St. Petersburg or another city is handled only by that city. Pinellas County says otherwise. Its Water and Navigation section permits private single family docks, multi use and commercial docks, marinas, seawalls, riprap, tie poles and all dredging or filling in Pinellas County waters, for projects in cities and in unincorporated areas alike. Each project is reviewed for environmental impacts, navigational impacts, construction requirements and consistency with the Pinellas County Water and Navigation Code.
The $5,000 bond is posted by the contractor doing the dock, pier or wharf work, with Pinellas County as obligee. If the contractor fails to follow the county rules that apply to the work and someone is harmed, a claim can be made against the bond up to its full amount. The surety pays a valid claim and then looks to the contractor to repay it. It is not a performance bond on a single job.
