A Florida license alone does not let you pull permits in Panama City Beach. The city wants you registered with its Building Department first, and this bond is part of that local paperwork. Get it issued in the exact name on your license and registration goes through without a second trip.
Contractors working in Panama City Beach must hold a State of Florida license and also register with the City of Panama City Beach Building Department. The Contractor License and Permit bond is posted by the contractor with the City of Panama City Beach as obligee. Florida Statutes 489.131(3)(e) caps any bond a city requires of a contractor at $5,000 and limits it to compliance with the Florida Building Code.

Florida Statutes 489.131(3)(e) allows a city or county to require one bond per contractor, in an amount not to exceed $5,000.
