This bond backs the broadest of Windsor's four right-of-way excavation licenses. General Contractor covers curbs, walks, drains, driveways and excavation under one license, so one $10,000 bond on the Town form covers the whole range of street work. The Engineering Department needs the original signed bond, not a copy, before the license issues.
The Town of Windsor requires anyone digging in the public right-of-way to hold an excavation license under Sec. 15-51 of the Windsor Code, backed by a cash bond or surety bond of at least $10,000 filed with the Engineering Department. General Contractor is the Town license class that covers curb, walk, drain, driveway and excavation work together. Licenses expire every December 31 and renew yearly.

The name causes confusion. This is not a Connecticut contractor registration and it is not a general construction license. It is one of four classes of right-of-way excavation license issued by the Windsor Engineering Department: Curb and Walk, Drain, Pipe or Conduit Layer, Street Excavation and Driveways, and General Contractor. The General Contractor class covers all of that work, curbs, walks, drains, driveways and excavations, under a single license. Contractors who only do one kind of work can take the narrower class instead, and the bond requirement is the same.
Chapter 15, Article III of the Windsor Code governs excavations in the public right-of-way. Sec. 15-51 says no person may excavate or dig below the surface in the right-of-way without a license from the Town Manager or designee, and requires a cash bond or a bond from a surety authorized in Connecticut, in a minimum amount of $10,000 or a higher amount set by the Town Manager or designee. The bond covers indemnification of the Town and repairs, and the Town can call on it if you ignore repair requests. Sec. 15-56 requires a certificate of insurance naming the Town as additional insured before any permit issues.
The Code and the Town license sheet put the guarantee on your work at three years. The printed Town bond form refers to five years, so ask Engineering which period applies before the bond is signed.
Public service utilities do not have to license their own personnel. Contractors working for them do. The Town's permit page says utility contractors, naming MDC, Comcast and Frontier as examples, are required to obtain a license from the Engineering Department.
The Town license sheet lists $75 for a new license and $50 for renewal. Every work location also needs its own permit: $50 for street excavation, $50 for curb and walk, $25 for a driveway curb cut, and $25 for an additional excavation on the same property. A Call Before You Dig number is required before a permit issues, and right-of-way work generally runs 8:00 a.m. to 3:30 p.m. unless the Town grants special permission.
No. It is a Town of Windsor license to work in the public right-of-way. The Town's request form asks for a state license number only if one applies to your trade.
General Contractor covers curbs, walks, drains, driveways and excavation together. If you only do one of those, the Curb and Walk, Drain Layer or Street Excavation class may fit. The bond amount does not change.
No. It backs your annual license. Sec. 15-51 sets $10,000 as a minimum, and the Town Manager or designee can require more. Permits are pulled separately for each location.
Sec. 15-51 and the Town license sheet set a three year guarantee and maintenance period. The Town bond form text refers to five years, so confirm with Engineering which period applies.
The premium is a small share of the $10,000 bond amount, set by the surety after reviewing the owner's credit and the business. Apply for an exact quote.
