In Trumbull you cannot pull a single Encroachment/Street Opening Permit until you hold a Town Excavating License, and the $10,000 bond is what gets that license issued. Bond it once, keep it in force, and every street opening job after that starts with a permit application instead of a licensing delay.
Trumbull's Street Excavations ordinance, Chapter 17 Article V of the Town Code, bars any opening, excavation, curb, walk or pavement work in a town street without an Opening Permit, and Sec. 17-112 says no permit issues until the applicant has obtained a Town Excavating License. This page covers the $10,000 license bond, written to the Town of Trumbull. Each permit also carries its own bond, insurance and fee requirements.

Most contractors think of this as a permit bond. In Trumbull it is a licensing step. Sec. 17-111 requires an Encroachment/Street Opening Permit for any opening, excavation, walk, curb, pavement or other construction work in a town street, and Sec. 17-112(1) says no Opening Permit is issued until the applicant has obtained a Town Excavating License. The $10,000 bond on this page backs that license, with the Town of Trumbull as obligee. It guarantees that the licensed contractor follows the ordinance and pays for damage to town streets caused by its work.
Holding the license does not end the paperwork. For every job, Sec. 17-112 also requires a completed Opening Permit Application on a form approved by the Director of Public Works, a $50 permit fee for each opening, a permanent patching fee when the street needs one, and a surety bond in an amount the Director considers sufficient for that job. The Director may require a cash bond instead of a surety bond. An Opening Permit is valid for 90 days.
The same section sets insurance minimums, with the Town named as additional insured unless the Director waives it. Commercial general liability of $1,000,000 per occurrence and $2,000,000 general aggregate, commercial auto of $1,000,000 combined single limit, and workers compensation with employers liability limits of $100,000 each accident, $100,000 disease per employee and $500,000 disease policy limit.
Public service companies that comply with Connecticut General Statutes Section 16-230 are exempt from posting a bond under Sec. 17-113, and they may avoid the patching fee by filing a written agreement. Work done on behalf of the Town is outside the ordinance entirely under Sec. 17-126. Private excavators, site contractors, plumbers and drain layers working in the road get no exemption.
The ordinance requires the Trumbull Opening Permit before the Connecticut Department of Transportation issues its own permit, and it does not replace DOT rules for excavation in state highways.
The contractor maintains its patch for at least two years or until the Town permanently paves the road. Unpaid additional patch fees are due within ten working days, and failing to pay forfeits the right to future permits. Violations carry a fine of up to $100 each. Confirm the current license bond form with Trumbull Public Works before the bond is issued.
No. The $10,000 bond backs your Excavating License. Each Opening Permit can carry its own surety bond under Sec. 17-112(5), in an amount the Director of Public Works considers sufficient for that job, and the Director may require cash instead.
Ninety days from the date it is issued, under Sec. 17-112(2).
Public service companies that comply with Connecticut General Statutes Section 16-230 are exempt from posting a bond under Sec. 17-113. Private contractors working for a utility should confirm their own status with Public Works before starting.
