The $5,000 drain layer bond is a fixed figure written straight into the Windsor Locks sewer ordinance, so there is no tier to work out. The one detail that sends bonds back is the surety itself. The town code requires a surety authorized in Connecticut that has an agent in Hartford County, and the bond has to be in a form the Authority accepts. Get those right and the bond is a quick filing.
Windsor Locks Town Code section 292-18(C) requires every drain layer to file a $5,000 surety bond with the Town of Windsor Locks before doing sewer connection work. The bond guarantees faithful, workmanlike performance, proper materials, restoration of any excavated street or public place with six months of maintenance afterward, and reimbursement of the town for repair costs. The same section also requires a hold harmless agreement and general liability insurance of at least $500,000 per occurrence.

Windsor Locks regulates connections to its sanitary sewer system under Chapter 292, Sewer Use, of the Town Code. Section 292-15(D) says building sewers must be installed by a drain layer holding a valid license under Chapter 393 of the Connecticut General Statutes. Section 292-18(C) then requires each drain layer to file a bond with the town in the amount of $5,000.
The bond is conditioned on four things: faithful and workmanlike performance of the work, use of proper materials, restoring any street or public place that was excavated and keeping it in repair for six months, and reimbursing the town for any repair expense that results. If the drain layer leaves a trench that settles or a patch that fails, the town can look to the bond.
The code requires a surety company authorized to do business in Connecticut that also has an agent in Hartford County, and the bond must be in a form satisfactory to the Authority. Ask the town for its current bond form before the bond is executed.
Section 292-18 also requires each drain layer to hold the town, its officers, agents and employees harmless for losses caused by the drain layer's negligence, and to carry commercial general liability insurance naming the town with combined single limits of not less than $500,000 per occurrence. The hold harmless language has to appear on the insurance certificate. A drain layer also may not sublet the work in a way that gives up full control of and responsibility for it.
Chapter 313 of the Town Code, Streets and Sidewalks, requires a written permit from the First Selectman or a designee before anyone opens or excavates a town highway or sidewalk. Section 313-4 separately requires a street excavation bond of at least $1,500, with its form, amount and surety approved by the Director of Public Works. Confirm with the town whether your drain layer bond satisfies that requirement or whether a second bond is needed for street work.
No. Section 292-18(C) requires a surety authorized to do business in Connecticut that has an agent in Hartford County. The bond must also be in a form satisfactory to the Authority, so ask the town for its form first.
No. The bond and the insurance are separate requirements in the same section. You need the $5,000 bond and commercial general liability coverage of at least $500,000 per occurrence naming the town, with the hold harmless clause on the certificate.
Faithful and workmanlike performance, proper materials, restoration of any excavated street or public place with six months of maintenance, and reimbursement of the town for repair costs that result from the work.
The surety prices the bond from the $5,000 amount and an underwriting review of the business and its owners, mostly personal credit. You see the actual premium when you apply.
