Stratford will not issue a permit to dig in a town street or right-of-way until a surety bond is on file with the Director of Public Works. The bond stands behind your trench, your patch and your restoration for years after the job is closed, so getting it right the first time keeps your license active and your crews working.
Contractors who excavate in Stratford's public rights-of-way must hold a town license and file a surety bond guaranteeing complete, competent and proper performance of the work under Chapter 186, Article III of the Stratford Code. The code lets the Director of Public Works set the amount. This listing is written for a $10,000 bond. The bond stays in effect for three years from April 1 of the permit year, and it sits alongside a separate cash deposit, $500,000 liability insurance and an indemnity agreement.

Most contractors treat this as a one season filing. Stratford does not. Section 186-23 of the town code requires the bond to remain in effect for three years from April 1 of the year the permit is issued, and Section 186-25 makes the permittee guarantee its work for 24 months after completion. If a road patch fails, the original contractor must repair it within 12 hours of notice, and costs the town is not paid are charged against the surety bond.
Anyone performing work within Stratford's public rights-of-way needs a license from the Director of Public Works under Article III of Chapter 186. Licenses expire on April 1 following issuance and renewal takes a new application. If the performance bond is canceled, the license is suspended automatically.
The code does not fix one dollar figure. It requires a bond in an amount the Director considers sufficient. The bond on this page is written at $10,000. Confirm with the Stratford Engineering Division that $10,000 is the amount assigned to your work before the bond is issued.
The bond is one of four items. Section 186-23 also calls for a cash deposit in an amount the Director sets, a certificate of liability insurance of not less than $500,000 naming the town as additional insured, and a signed agreement to indemnify the town. No license or permit issues to an applicant with outstanding debts to the town. Permit fees are set under Section 62-1.
A public utility that has complied with Connecticut General Statutes 16-230 is exempt from the bond and from the permanent patching fee, provided it files a written continuing repair agreement with the town. That utility must warrant its permanent repairs for two years. Governmental agencies and public service companies may start emergency excavation without a permit but must obtain one the following day.
Not without consequences. Stratford Code 186-23 requires the bond to stay in effect for three years from April 1 of the permit year, and Section 186-22 suspends your license automatically if the performance bond is canceled.
No. Section 186-23 also requires a separate cash deposit in an amount the Director sets, plus liability insurance of not less than $500,000 and a signed indemnity agreement.
Section 186-25 requires you to guarantee the work for 24 months after completion. A failed patch must be repaired within 12 hours of notice, and unpaid costs are charged against the bond.
A public utility that has complied with General Statutes 16-230 and filed a written continuing repair agreement with the town is exempt from the bond requirement under Section 186-33.
