Putnam can ask for more than one instrument when you cut into a Town street. The $3,000 road opening bond is usually the easy part. Knowing about the separate liability requirement before you show up at Town Hall saves a second trip and keeps the crew on schedule.
The Town of Putnam, Connecticut (often mislabeled Putnam Township, since Connecticut has no townships) requires a permit from the Board of Selectmen before anyone opens, alters or changes an existing Town street. Putnam Town Code Chapter 273 requires a road surety before the permit issues, and Chapter 202 adds a bond of indemnification and/or certificate of liability of not less than $100,000 for street excavations. This page covers the $3,000 road opening bond, with the Town of Putnam as obligee.

The most common surprise in Putnam is that the road opening bond is not the only financial requirement. Section 202-2 of the Town Code says that whoever is in charge of an excavation in the streets or sidewalks must post a bond of indemnification and/or a certificate of liability of not less than $100,000 for the duration of the excavation. Most contractors meet that with their liability insurance certificate. The road opening surety under Chapter 273 is a separate instrument that protects the pavement and right of way.
Under Section 273-2, no person, firm or corporation may open, alter, improve or change an existing Town street without a permit from the Board of Selectmen. The permit cannot be transferred and can be revoked for violations. Section 273-7 covers work on existing roads: file an application on the Town's forms describing the work, provide proof of insurance, and agree to replace all materials from a paved street using the materials and methods the Town requires. Emergency repairs by public utilities are exempt from the advance permit under Section 273-8, but the Board must be notified within 48 hours after the repair is complete.
Section 273-4 requires the permittee to certify, before the permit issues, that a road surety in an amount to cover all required improvements has been provided to the Town. The amount on this page is $3,000. Larger jobs can call for more, so confirm the figure with the Town before the bond is issued. If the work creates a new street for Town acceptance, a separate maintenance bond equal to 25 percent of road construction costs runs for one year after acceptance.
The bond guarantees the Town that the permittee will restore the street and follow the permit conditions. If the patch fails or the work is abandoned, the Town can claim against the bond up to its amount. The surety pays valid claims and the contractor repays the surety. Premium is quoted by the surety based mainly on credit and business history.
Connecticut has no townships. The obligee is the Town of Putnam, Connecticut, and the bond should name it that way.
No. Town Code Section 202-2 also requires a bond of indemnification and/or certificate of liability of not less than $100,000 while a street excavation is open, and Section 273-7 requires proof of insurance.
Yes. Section 273-4 ties the road surety to the cost of all required improvements. Confirm the amount for your job with the Town before buying the bond.
Emergency utility repairs can go ahead without the advance permit, but the Board of Selectmen must be notified within 48 hours after the repair is finished.
