Norwalk licenses every private solid waste collector through the Director, and the bond is part of getting that license approved. Posting it as a surety bond keeps your cash in the trucks, and it renews with the license each term.
Chapter 94 of the Norwalk Code makes it unlawful to collect, remove or transport solid waste in the City without a license unless you fall into a narrow exception. The Director is the licensing and registration authority for collectors, vehicles and containers, each vehicle or container needs its own registration, and a license term cannot exceed one year. The City of Norwalk is the obligee on the hauler bond.

Section 94-8A covers anyone who collects, removes or transports solid waste in Norwalk. The only exceptions are City employees or agents assigned to the work, employees of a licensed collector, and the producer of the waste, or its agent, hauling it to a public disposal area. Section 94-8B adds that an employee may not collect for more than one producer, or combine waste from several producers, without a license. A cleanout service, dumpster company or contractor hauling for several customers needs the license.
The Director is the licensing and registration authority for all solid waste collectors, vehicles and containers. A licensed collector registers each vehicle and each container separately under Section 94-8C. The application under Section 94-11 lists the applicant's name and address, purpose, service area and vehicle details including plate numbers, and it must include the license and registration fee, which is not refundable. A private collector's application is not accepted without a signed statement authorizing the City to inspect loads.
Fees are set by the Director and approved under Section 90-4. The Director sets the license term, which may not exceed one year, and may limit the number of licenses issued.
The bond is written to the City of Norwalk. It guarantees that the licensed hauler complies with Chapter 94 and the terms of its license. Chapter 94 does not print a bond amount, so confirm the current amount and form with the Director before the bond is issued.
A license cannot be given, sold or assigned without the Director's prior written consent under Section 94-14. Revocation goes through a public hearing before the Public Works Committee, its decision is final, and no new application is accepted for one year after revocation.
Yes. Section 94-8 exempts only City workers, employees of a licensed collector, and producers hauling their own waste to a public disposal area. Collecting for more than one producer requires a license.
The Director sets the term, and under Chapter 94 it cannot exceed one year. Keep the bond in force for the full term.
Not without the Director's prior written consent. Section 94-14 bars giving, selling or assigning a license or any interest in it without that consent.
You pay an annual premium, not the full bond amount. The surety sets the rate after reviewing the owner's credit and business history.
