Hamden will not license a sidewalk, curb or driveway apron contractor until the $10,000 surety bond and insurance are on file. The bond replaces a cash outlay, and once the license is issued it lets you pull permits for work on any town street.
Hamden Code Section 96.05 requires any person, firm or corporation building or repairing sidewalks, driveway aprons or curbs on town highways and streets to hold a license, and to file a $10,000 surety bond from a company acceptable to the Legislative Council before the license is issued. The license fee is $100 and the license expires on December 31 of the year after it is issued. Property owners working on their own frontage are exempt from the license.

Section 96.05 of the Hamden Code of Ordinances says no person, firm or corporation shall, as contractor or otherwise, engage in the work of constructing or repairing sidewalks, driveway aprons or curbs on the town's public highways and streets without a license from the Legislative Council or its designated agent. The one exemption is a property owner who personally builds or repairs the sidewalk, driveway apron or curb bordering his or her own property. That owner still needs a permit under Sections 96.01 to 96.03. Anyone doing the work for someone else needs the license and the bond.
Before the license is issued, the applicant files a surety bond in the amount of $10,000 from a company acceptable to the Council. The bond is conditioned on four things: indemnifying the town, performing the work to the town's standards, complying with the town's rules and permits, and paying any fines imposed.
The applicant must also file proof of liability and property damage insurance of $1,000,000 per occurrence and $2,000,000 aggregate. The license fee is $100. The license expires on December 31 of the year following issuance unless it is revoked sooner, and it cannot be transferred. The licensed contractor must personally oversee permitted work and use competent workers. The town does not guarantee the contractor's workmanship to the property owner.
Confirm the current bond form and filing steps with the Town of Hamden before the bond is issued.
