One $1,000 bond, filed once with the Norwalk Building Inspector, keeps your sign license active and lets you install certain small signs without pulling a separate permit. It is a low-cost filing that pays for itself on the first job where that exemption applies.
Norwalk requires anyone in the business of making or displaying signs for advertising purposes to hold a license from the Building Inspector and to file a $1,000 bond with approved sureties, conditioned on faithful compliance with Chapter 21 of the City Code. The license costs $25 initially and $10 a year to renew, and it cannot be transferred.

Most sign companies treat this bond as paperwork. In Norwalk it does more. Section 21-4 of the City Code exempts certain low-value signs from the permit requirement, but only when the sign is erected by a person licensed and bonded under Sections 21-15 and 21-16. Without the license and the bond on file, every one of those signs needs its own permit.
Section 21-15 says no person may engage in the business of sign manufacturing for advertising purposes, or erect or maintain ground, roof, wall, projecting or marquee signs in the City, without a license from the Building Inspector. The applicant may be examined on qualifications. Section 21-16 then requires anyone in the business of sign manufacturing or displaying for advertising purposes to file a bond in the sum of $1,000 with approved sureties for faithful compliance with the article.
The bond amount is a single flat figure. There are no tiers.
The initial license fee is $25 and the yearly renewal fee is $10 under Section 21-15B. Licenses are not transferable, and the Building Inspector may revoke one for violating Chapter 21. Keep the bond in force for as long as you hold the license.
Premium on a $1,000 bond is driven mostly by the surety's minimum charge and the owner's credit. Confirm the current bond form and filing steps with the Norwalk Building Inspector before the bond is issued.
