In Milford the blanket bond backs your license to work in the public right of way, not a single job. If the bond lapses, the license is suspended automatically and every open permit stops with it. Keep it in force through the June 30 license renewal and permits issue without delay.
Milford requires a license from the Director of Public Works for any work in a public right of way, and Section 20-74(2) of the City Code requires the applicant to file a surety bond of up to $10,000 as a condition of that license. Public utility companies are exempt. Licenses expire June 30 following issuance, and cancelling the bond automatically suspends the license.

Chapter 20, Article III of the Milford Code of Ordinances requires a license for work on any public right of way. The license comes from the Director of Public Works, costs $25 under Section 20-75 and expires on June 30 following issuance under Section 20-77. To qualify, Section 20-74(2) requires a surety bond from a surety or indemnity company authorized in Connecticut, in a sum of up to $10,000. Because it backs the license, one bond stands behind all the work you do under that license. Each street opening still needs its own permit, with a $50 fee under Section 20-80.
Public utility companies are excepted from the license and bond requirement under state statutes.
Under Section 20-76(a), cancellation of the bond or the required insurance automatically suspends the license. The Director may also refuse a license to an applicant who will not certify access to emergency equipment of one backhoe, one dump truck and two barricades.
Section 20-74(3) requires a certificate of liability insurance naming the City as a named insured, with general liability of $2,000,000 aggregate, $1,000,000 personal injury, $500,000 each occurrence and $5,000 medical per person, automobile liability of $500,000 combined single limit, workers' compensation and employers' liability of $100,000 each accident and $500,000 disease policy limit, and property damage up to $250,000 as the Director requires.
The street opening rules also call for a $1,500 cash deposit kept on hand for repairs. If it drops to 50 percent or less, no new permits issue until it is restored. Confirm the exact bond amount the Director wants before the bond is issued.
It backs your Milford right of way license rather than a single permit, so it stands behind every job done under that license until the license expires on June 30.
No. Public utility companies are excepted from the license requirement under Section 20-72, and Section 20-74(2) exempts them from the bond under state statutes.
Section 20-76(a) suspends your license automatically. You cannot pull new permits until a replacement bond is on file.
No. The cash repair deposit is a separate requirement and must be kept above half its required amount for new permits to issue.
