In Chaplin the Planning and Zoning Commission sets the bond amount from the construction cost of the required improvements plus a 15 percent contingency, and no improvement or lot work can start until it is posted. Knowing the formula, the forms the Town accepts, and the follow on maintenance bond lets you budget the whole guarantee before approval, not after.
The Chaplin Site Improvement bond guarantees that a developer completes the roads, drainage, sidewalks, curbs, grading, trees, monuments and other improvements tied to a Planning and Zoning Commission approval. It runs in favor of the Town of Chaplin, must be posted before construction of any improvement or work on any lot begins, and must be on forms provided by the Town. Confirm the accepted form of security with the Commission before the bond is issued.

Developers often expect a fixed figure. Under Section 8.02 of the Chaplin Subdivision Regulations, the Commission sets the bond from the construction cost of every required improvement, including storm drainage, roads, sidewalks, curbs, trees, grading and monuments. The total adds 15 percent for contingencies and engineering, plus an inflation factor tied to the Consumer Price Index. Open space and recreation improvements are included too, and must be finished before more than 50 percent of the lots are sold.
The performance bond must be posted before construction of any improvement or work on any lot. Its term should match the life of the approval under state law, because a lapsed bond can void the approval after notice and a hearing. Conditional approvals require a preliminary performance bond covering erosion control and site restoration, and no more than 1,200 feet of roadway and supporting improvements may be under construction at one time without a performance bond.
Section 8.02 states that bond forms provided by the Town are the only ones acceptable to the Commission. The regulations describe cash, by certified check or a passbook assigned to the Town, and a letter of credit on the Appendix D form from a bank with offices in Windham, Tolland or New London County. Confirm with the Commission that a surety company bond on the Town's form will be accepted for your approval before ordering one.
Erosion and sediment control is guaranteed by a separate cash or savings account bond, posted before development begins. Before the performance bond is released, the developer posts a maintenance bond equal to 10 percent of the performance bond for two years from acceptance of the improvements, and submits as built drawings sealed by a Connecticut land surveyor. The Commission may grant up to three reductions per phase on the Engineer's written report.
The Zoning Regulations separately require a surety bond of not less than $1,200, in an amount set by the Commission, before a Driveway Construction Permit is issued for a driveway joining a public street, and a performance bond in an amount set by the Selectmen for earth excavation requiring a public hearing.

No. Erosion and sediment control needs its own cash or savings account bond, and the performance bond is released only after you post a maintenance bond equal to 10 percent of it for two years.
Yes. After a written report from the Engineer, the Commission may grant up to three reductions per phase before final release.
The approval can become void after notice and an opportunity to be heard. The Town may ask for a substitute bond within 30 days.
