In Fort Collins, a Right-of-Way Contractor's License alone does not let you pave, pour curb or work on City utilities. Each of those trades needs its own endorsement, and this $10,000 bond is the endorsement bond. Sort it out before you bid, because work without the right endorsement can cost you the license.
The City of Fort Collins requires contractors who do asphalt, City utility, nonstructural concrete or structural concrete work in the public right-of-way to first obtain a license endorsement for that category under City Code Section 15-365. The endorsement bond form in the Larimer County Urban Area Street Standards carries a penal sum of $10,000, posted in favor of the City of Fort Collins.

Fort Collins licenses anyone who works in the public right-of-way or City-owned easements through its Right-of-Way Contractor's License, administered by City Engineering. Section 15-365 of the City Code then adds endorsements for specialty work. You need an endorsement before performing work in any of these categories:
Appendix B-2 of the Larimer County Urban Area Street Standards, which covers the City of Fort Collins only, reproduces Section 15-363 as requiring a separate $10,000 bond for each license endorsement in addition to the base license bond, and includes an Endorsement Bond form with a penal sum of $10,000. If you hold more than one endorsement, that text calls for a bond for each one.
The City's current Right-of-Way Contractor application lists the license bond under Section 15-363 at $100,000, or $250,000 if you will bore for utilities in the right-of-way, written by a surety rated A- or better. The appendix itself says its forms are for reference and that the current forms come from the City engineer. Ask City Engineering whether your endorsement bond is filed separately or folded into the license bond before you order it.
There is no formal renewal process. The license stays current while the bond and insurance stay current and the City receives original continuation certificates each year. If certificates are not received within 30 days of expiration, the license must be renewed with the $130 fee. If a bond is cancelled, the license and related permits are revoked and work must stop, while the cancelled bond still answers for prior work through its warranty period. Contractors also guarantee their right-of-way work for two years under Section 15-367.
It is a specialty endorsement on the Fort Collins Right-of-Way Contractor's License under City Code Section 15-365. Asphalt, City utility, nonstructural concrete and structural concrete work each require one.
The endorsement provisions in Larimer County Urban Area Street Standards Appendix B-2 call for a separate $10,000 bond for each endorsement, on top of the base license bond. Confirm the current setup with City Engineering before ordering.
There is no formal renewal. Keep the bond and insurance in force and send the City original continuation certificates each year. Missing them by more than 30 days means renewing with the $130 fee.
Section 15-369 lists exceptions, including City crews, City contractors, utility company crews and residential owners working in the right-of-way abutting their property.
