If your trucks dump at Phoenix transfer stations and you would rather be billed monthly than pay at the scale every load, the city wants security first. A surety bond lets you open the charge account without leaving cash on deposit with Public Works.
Phoenix City Code 27-53 lets commercial haulers either pay disposal fees at the scale or open a charge account with the Public Works Department. A charge account requires a landfill user's agreement and a bond or cash deposit for the benefit of the City of Phoenix of at least $1,000, which the city can raise to cover up to three months of your charges.

All commercial users of Phoenix solid waste disposal facilities need a city disposal permit. Under City Code 27-53, a commercial user can pay the per ton disposal fee at the time of each load or set up a charge account and be billed. Only the charge account route requires the bond. Haulers who pay at the scale do not post one.
The code sets a floor of $1,000. The Department can adjust the amount to match your average usage so the bond equals up to three months of charges, and it considers your payment history when setting the figure. A small contractor might stay at the minimum while a high volume hauler will be asked for much more. The Public Works rate sheet lists commercial loads at $55 per ton with a $40 minimum charge, which is the basis for estimating those three months.
The bond is signed by the commercial user and by a surety company that maintains an agency in Phoenix. It is conditioned on paying disposal fees by the last day of the billing month. If you miss that deadline, the Director can stop further charging and deduct all outstanding charges, including delinquent fees, from the bond. If the bond does not cover the debt, the city can deny future charge accounts and use of city disposal facilities.
You also complete the landfill user's agreement and give the weigh station certified tare weights for your vehicles. You must tell the Department right away if your company's ownership changes. Confirm the current bond form and amount with the Public Works Solid Waste Diversion and Disposal Division before the bond is issued.
Only if you want a charge account. Commercial users who pay the disposal fee at the time of each load do not need it. The bond or a cash deposit is the condition for being billed monthly.
At least $1,000. The city can raise it to match up to three months of your average charges and considers your payment history when setting the amount.
The Director can stop further charging and take the outstanding charges and delinquent fees from the bond. If the bond does not cover it, you can lose charge account eligibility and use of city disposal facilities.
The surety looks at the bond amount the city sets and the credit and finances of your business. You pay the premium, not the bond amount.
