Table of Contents
Brief Summary
Before you buy this bond, check whether Puerto Rico still asks you for it. The Special Authorization that brought the bond certificate requirement for virtual drug distributors was repealed on June 17, 2025. If SARSP still requires a bond for your registration or license, we can issue it quickly and on the form the Department of Health accepts.
Puerto Rico's Department of Health regulates drug distribution under the Pharmacy Act, Ley 247-2004. Administrative Order 564 of March 6, 2023 required virtual manufacturers and distributors, resident or not, to obtain a Special Authorization and submit a bond certificate. Administrative Order 612, signed June 17, 2025 and effective immediately, repealed OA 564. Confirm the current requirement, amount and bond form with the Secretarían Auxiliar para la Regulación de la Salud Pública (SARSP) before the bond is issued.

Detailed Information About the All States Puerto Rico Non-Resident Wholesale Distributor of Medications Bond:
The repeal most distributors miss
Many pages still describe the Puerto Rico Special Authorization as mandatory. On June 17, 2025, Secretary of Health Víctor Ramos Otero signed Administrative Order 612, which repealed Administrative Order 564 with immediate effect. The order says SARSP reviewed OA 564 and concluded it was no longer necessary because the issues it addressed can be handled under existing law and regulation.
What OA 564 required
OA 564, issued March 6, 2023 under the Pharmacy Act, covered virtual manufacturers and virtual distributors. A virtual distributor buys and sells prescription or over the counter drugs, veterinary drugs, homeopathic and natural products, supplements or medical devices without ever physically handling the product, and the order applied whether the company was resident in Puerto Rico or not. Applicants filed through the Renovaciones Online portal with a self certification of compliance, a negative criminal record certificate, a drug registration compliance certificate and a bond certificate (Certificación de Fianza). The authorization lasted one year and renewal was due 30 days before expiration.
What still applies
Ley 247-2004 still requires wholesale distributors of prescription drugs to obtain a Department of Health license, and drugs distributed in Puerto Rico still have to be registered. If SARSP asks for a bond as part of your license, registration or any remaining authorization, it will tell you the amount and the form. Get that in writing from SARSP and confirm the current form and filing steps before the bond is issued.
What the bond guarantees
Where required, the bond backs the distributor's compliance with the Pharmacy Act and Department of Health regulations. If the distributor violates them, the bond can be forfeited to the Department.
