Enterprise treats this as a clean-up bond. It promises the city that brush, limbs and grindings from your jobs end up at a proper disposal site. At $1,000 it is one of the smallest bonds a tree service will carry, and it sits alongside your city business license.
The City of Enterprise requires anyone engaged in tree cutting, tree surgery or stump grinding in the city or its police jurisdiction to be licensed, and Sec. 7-13 of the city code requires either a $250 cash bond or a $1,000 surety bond to guarantee removal of debris to a satisfactory place of disposal. The bond is posted with the City of Enterprise, which is the obligee.

Enterprise's code calls this a clean-up bond. Sec. 7-13, repeated in the business license code at Sec. 7-158, requires either $250 cash or a $1,000 surety bond to ensure debris is removed to a satisfactory place of disposal. It also makes everyone in the business responsible for cleaning up and hauling off all debris. If a job site is left with brush or grindings, the city can look to the bond.
Sec. 7-10 requires every person engaged in tree cutting, tree surgery or stump grinding in the city and its police jurisdiction to take out a license before starting work. That reach beyond the city limits catches a lot of operators who assume a job just outside town is exempt.
Sec. 7-12 says no license will be issued until the applicant deposits with the city clerk a general liability policy of $50,000 covering injury to persons and damage to property, with 30 days notice to the city clerk before cancellation. Businesses that only grind stumps are exempt from the insurance requirement. They are not exempt from the clean-up bond, which applies to all three activities.
The city's Revenue and Business Licenses page states that business licenses run on the calendar year, renewals are due January 1, and renewals are accepted without penalty through February 15. Confirm the current bond form and filing steps with the Enterprise Revenue and Business License office before the bond is issued.

Yes. The stump grinding only exemption in Sec. 7-12 applies to the $50,000 insurance requirement. The clean-up bond in Sec. 7-13 still applies.
It applies to tree cutting, tree surgery and stump grinding in the city and its police jurisdiction, so work just outside the city limits can still be covered.
Both satisfy Sec. 7-13. Cash ties up $250 with the city. A surety bond costs a premium instead, and the surety pays a valid debris claim and then seeks repayment from you.
The bond guarantees debris from your work is removed to a satisfactory place of disposal. Leaving limbs, brush or grindings behind is the risk it covers.
The city's licensing page says business licenses follow the calendar year, with renewals due January 1 and accepted without penalty through February 15.
