If you are moving up from a Basic Level Installer License to Advanced Level I, your bond has to move up too. The Basic tier is $15,000 and the advanced tier is $30,000, so the bond you carry today will not satisfy the Board. You pay an annual premium instead of tying up $30,000, and the executed bond on the Board's own $30,000 form goes straight into your license application packet.
Alabama requires every Advanced Level I Installer licensee to be bonded for $30,000 in favor of the Alabama Onsite Wastewater Board. Code of Alabama 34-21A-16 applies to all licensees without exception and requires a current bond for each license held. The Board issues no license until evidence of bond is on file.

Code of Alabama 34-21A-16 sets two minimum bond amounts for onsite wastewater licensees. A basic level license, a pumper license, a portable restroom or toilet license and a manufacturer's license carry a $15,000 minimum. An advanced level license carries a $30,000 minimum. The Board publishes a separate form for each amount. The $30,000 form, AOWB-003/REV 05-2026, names the Advanced Level I License and the Advanced Level II License. Level I and Level II installers post the same $30,000 bond.
The statute says all licensees, without exception, must be bonded for any work performed under the license. Years in the trade, training and passing the exam do not waive it. Active licensees must maintain a current bond for each license they hold, so an installer who also holds a pumper or portable toilet license needs a bond for that license as well.
Under Ala. Admin. Code 628-X-3-.04 you must first hold an AOWB Basic Level Installer License. A Basic licensee with less than 10 years of continuous active license service must complete at least five conventional onsite sewage systems as defined by the Alabama Department of Public Health, hold the Basic license for at least 24 months and complete the Board required education, with documentation submitted. The Advanced Level I license covers all Basic level work plus small flow systems, mound systems, simplex pumps with time dosing and on-demand duplex pumps, including single family systems with secondary treatment.
Ala. Admin. Code 628-X-4-.02 sets a $100 application fee for any license, a $300 Advanced Level I exam fee and a $400 Advanced Level I license fee. A license is current only for the calendar year in which it is issued, January 1 through December 31. The Board's FAQ states the renewal season opens October 1 and a $100 late fee applies to licenses not renewed by January 1. Renewal requires evidence of bond, and the renewal application asks for a copy of your bond continuation certificate. Advanced Level I licensees need eight hours of continuing education each calendar year under 628-X-3-.07.
The surety may cancel by filing 45 days written notice with the Board. The executive director may suspend a license that lacks a current bond, and reinstatement after a bond suspension carries a $125 fee under 628-X-4-.02(13), plus a reactivated bond.
The bond guarantees that the licensee will faithfully observe the laws, rules, regulations, conditions, criteria and orders governing onsite sewage disposal systems. If a valid claim is paid, the surety seeks repayment from the licensee. The annual premium is set by the surety after reviewing the owner's credit and business history, and most applicants at this bond size are quoted quickly.
No. Code of Alabama 34-21A-16 sets $15,000 for a basic level license and $30,000 for an advanced level license. The Board uses a separate $30,000 form, AOWB-003/REV 05-2026, for Advanced Level I and Advanced Level II.
No. Both advanced levels fall under the $30,000 advanced level minimum, and the Board's $30,000 form lists both the Advanced Level I License and the Advanced Level II License.
