For a corporation or LLC that sells boats or marine gear in Pennsylvania, this bond is the last piece before the Fish and Boat Commission activates you as a temporary registration issuing agent. Each issuing store needs at least $2,000 of coverage, so a company with several locations should plan the total before it orders.
A corporation or LLC that wants to issue Pennsylvania temporary boat registrations must file Form PFBC-751, pay a one-time, nonrefundable $250 fee and post a bond in favor of the Fish and Boat Commission. The Commission's minimum is $2,000 for each location where temporary registrations are issued, and high volume agencies are expected to carry proportionately more. 30 Pa.C.S. § 5304 requires the bond before any registration forms are delivered.

The Commission's agent handbook sets the minimum at $2,000 for each location where temporary registrations are issued. A company issuing from three stores is not covered by a single $2,000 bond. The handbook also tells agents to buy enough bond to support the supply of temporary registrations they need, using prior year sales as the guide, and says large volume agencies should have a proportionately larger bond. The legal basis is 30 Pa.C.S. § 5304 and 58 Pa. Code § 93.13, which leave the exact sum to the Commission's executive director.
The form lists four organization types: Individual Proprietorship, Partnership, Corporation and Other. A corporation marks Corporation. An LLC is not named on the form, so ask the Commission's Division of Licensing and Registration how it wants the box marked before the application is notarized. The application asks for the names of corporate officers and their positions, the Federal ID number, the Pennsylvania Sales and Use Tax License number, whether the business is registered with the PA Department of State, and any trading as name. The signer swears to the application before a notary and fills in a title, so it should be an officer or member with authority to bind the company. The legal name on the bond should match the application.
Approval comes with ongoing conditions. Under 58 Pa. Code § 93.13, an agent must issue at least 25 temporary registrations a year unless the executive director grants an exception for unusual circumstances, and the person responsible for registrations must complete Commission training every 2 years. The Commission audits agent accounts annually, and it may recall the agency of an issuing agent who violates the code or the regulations.
Agents collect registration fees and must forward them with the paperwork within 10 days. Late money draws a 10 percent monthly penalty under 30 Pa.C.S. § 5304. The bond gives the Commonwealth a way to recover funds an agent collects and fails to remit.
The form prints four choices: Individual Proprietorship, Partnership, Corporation and Other. An LLC is not named, so call the Commission at (866) 262-8734, the number on its issuing agent page, and ask how it wants the box marked before the application is notarized.
No. The Commission's handbook sets the minimum at $2,000 for each location where temporary registrations are issued. Ask the Commission whether it wants all locations on one bond or a separate bond for each.
The form has a sworn signature line with a title and a notary block. Use an officer or member who has authority to bind the company, and list the corporate officers and their positions in the space the form provides.
Issue at least 25 temporary registrations a year unless the executive director grants an exception, keep a trained employee on staff with retraining every 2 years, and send registration paperwork and money to the Commission within 10 days of each issuance.
60 days from the date of the application. The buyer carries the copy on the boat until the permanent registration arrives.
