A full agent issues both temporary registration cards and temporary plates for PennDOT. This listing writes the bond at $30,000, and it is what the department holds against unpaid fees, taxes and bounced checks, so keeping it at full strength is what keeps your plate privileges switched on.
67 Pa. Code § 43.9 requires every full agent, along with authorized dealers and manufacturers, to file and maintain a bond with PennDOT written by a surety authorized in Pennsylvania. The amount is the one set in the Agent Services Agreement. This listing is written at $30,000 and labeled Daimler, so confirm the amount and the form with PennDOT before the bond is issued.

67 Pa. Code § 43.2 defines a full agent as a county treasurer or a person, other than a manufacturer or dealer, authorized by PennDOT to issue temporary registration cards and plates. That plate authority is the difference from a card agent, who issues cards only. Full agents order temporary plates from PennDOT and may charge no more than $10 for a plate obtained for $5, or $5 for a plate obtained for $1, under § 43.6.
Neither the statute nor the regulation prints a dollar figure. 75 Pa.C.S. § 7503.1 requires a bond indemnifying the public and the department in an amount the department specifies, and § 43.9(b) says issuing agents other than card agents are bonded in the amount set in the Agent Services Agreement. This listing is written at $30,000 and carries the label Daimler. Before the bond is issued, check both against your Agent Services Agreement and confirm with PennDOT that this is the amount and form it expects.
Under § 43.9(d), the bond covers monetary loss from checks to the Commonwealth that are dishonored or uncollectible, including protest and uncollectible check fees, and from failing to remit a fee or tax owed to the Commonwealth. If the bond amount is decreased, or a final judgment against it is left outstanding, PennDOT suspends the agent's right to issue temporary cards and plates until the bond is restored, extra bond is provided or the judgment is satisfied. PennDOT reviews and must accept the surety and the bond terms, and a change of address requires a rider to the original bond.
67 Pa. Code § 43.4 requires applicants to be Commonwealth residents and to submit, among other items, photographs of the office and the secure storage area, a bank reference letter, three business references, the bond or a surety commitment, a notarized statement of liabilities to the Commonwealth, the names and Social Security numbers of owners, officers and authorized employees, State Police criminal history records for each owner or officer, and a schedule of at least 20 public business hours a week. PennDOT may first issue a 60-day temporary certificate while it reviews the operation.
It is part of the name this bond is listed under. Compare it with the principal and program named in your Agent Services Agreement, and confirm with PennDOT that a $30,000 bond on this form is what it expects before the bond is issued.
No statute or regulation prints the figure. 75 Pa.C.S. § 7503.1 leaves the amount to PennDOT, and 67 Pa. Code § 43.9 points to the Agent Services Agreement. Your agreement controls.
Under 67 Pa. Code § 43.9(c), PennDOT suspends your right to issue temporary cards and plates until the original bond amount is restored, additional bond is provided or the judgment is satisfied.
No. The certificate is valid only for the owner in whose name it is issued and cannot be transferred. PennDOT must be told within 10 days of a change such as a new partnership, a sale, incorporation, sale of a controlling corporate interest, retirement or death.
75 Pa.C.S. § 7504.1 gives an agent who discontinues the business five days to return all temporary cards and plates to PennDOT. Plate fees are refunded on return, less a $25 processing charge, but not when PennDOT has terminated the agent contract.
