A Pennsylvania barber school cannot take a single dollar from a student or prospective student until this bond is in place, so it belongs at the front of your opening timeline, not the end. The amount is set by enrollment, $2,500 for up to 60 students or $5,000 for more than 60, and we write it on the Board's suggested barber school bond form.
Under 49 Pa. Code 3.83, every barber school licensed by the Pennsylvania State Board of Barber Examiners must post a bond running to the Commonwealth as security for money taken from students and prospective students. The bond is $2,500 for a school with up to 60 students and $5,000 for a school with more than 60. No school may accept money on account before the bond is procured, and no barber school license is renewed until a bond is submitted and approved by the Board.

49 Pa. Code 3.83(a) sets the bond at a minimum of $2,500 and a maximum of $5,000, on a scale of $2,500 for up to 60 students and $5,000 for more than 60 students. A school that grows past 60 students needs the higher amount.
The same rule says no school shall accept any money on account unless it has first procured the bond. That covers money taken from prospective students as well as enrolled students. Section 3.83(b) adds that no barber school license will be renewed until a bond is submitted and approved by the Board.
The bond, corporate or noncorporate, runs to the Commonwealth, is subject to Board approval, and is posted as security for the sums taken on account from students or prospective students. The Board's suggested form, Barber School Bond 42-BS100, names the People of the Commonwealth of Pennsylvania for the use and benefit of students of the principal, and is conditioned on the school faithfully performing and satisfying the contractual rights of any and all students. The surety's liability never exceeds the penalty of the bond.
If the school is a partnership, attach a certified copy of the partnership certificate. If it is a corporation, attach the authority of the officer signing for the company. The surety's power of attorney for its attorney in fact must be enclosed.
Section 12 of the Barber License Law (Act of June 19, 1931, P.L. 589, No. 202) requires anyone operating a barber school to first secure a license from the Board, and sets a course of not less than 1,250 hours completed in not less than nine months. Before a license is issued, 49 Pa. Code 3.82 calls for a preliminary inspection covering, among other things, at least 1,250 square feet of floor space, a clinic room with at least 10 barber chairs, and a theory room of at least 200 square feet with at least 10 desks or tablet arm chairs. School forms and contracts must be approved by the Board before the school begins operating. The latest fee columns in 49 Pa. Code 3.103 list $185 for a barber school application and $391 for the biennial renewal. Applications go through PALS. Confirm current fees and filing steps with the Board before the bond is issued.
It depends on enrollment. 49 Pa. Code 3.83 sets $2,500 for a school with up to 60 students and $5,000 for a school with more than 60 students.
No. The regulation says no school shall accept any money on account unless it has first procured the bond. The bond secures money taken from both students and prospective students.
