Residential Restoration Contractor ($15,000) Bond - Statewide in Oregon

Brief Summary

The Residential Restoration Contractor endorsement has one of the shortest checklists the Construction Contractors Board offers. There is no prelicense training or test, and ORS 701.081(9) asks for two things, a $15,000 surety bond and liability insurance. The bond is filed with the application and costs a premium, not a $15,000 deposit.

ORS 701.081(9) requires an Oregon Residential Restoration Contractor to file a $15,000 surety bond with the Construction Contractors Board and carry at least $100,000 in general liability insurance. OAR 812-003-0131(9) lets the holder perform restoration work on residential or small commercial structures and says the endorsement does not license any other contractor activity.

  • Bind at least $100,000 of general liability insurance and pay the CCB license fee, listed at $400 for applications beginning July 1, 2025.

Detailed Information About the Oregon Residential Restoration Contractor ($15,000) Bond:

The scope is the whole question

OAR 812-003-0131(9) is two sentences. A licensee holding this endorsement may perform restoration work on residential or small commercial structures, and is not licensed to engage in any other contractor activities. The CCB license page describes the scope as restoration services for residential and small commercial properties only.

That second sentence is where restoration firms get into trouble. A job that starts as restoration can drift into remodeling or new construction, and work outside restoration needs a different endorsement. OAR 812-003-0131(16) allows only one residential endorsement on a license, so the choice of endorsement is made at the start. If your jobs regularly move past restoration, ask the CCB which endorsement fits before you apply.

What the CCB does not require

The CCB lists prelicense training and test for this endorsement as none. ORS 701.081(9) has only two conditions, the bond and the insurance, and unlike the residential general, specialty and limited endorsements it does not call for a responsible managing individual.

How the bond works

The $15,000 is flat, with no tiers by revenue or job size. ORS 701.068 requires a corporate surety authorized in Oregon. The bond pays amounts the board determines on complaints under ORS 701.145 and is for that purpose only. It stays in effect for at least one year or until depleted and may be continued by continuation certificate, with the surety's total liability held at $15,000. If a claim is paid, ORS 701.068(4) lets the board require a new bond or a certification that the full amount remains available. The board can also require up to five times the normal amount for reinstatement after a suspension or under conditions set by rule.

Oregon Residential Restoration Contractor ($15,000) Bond FAQs:

Do I have to take the CCB prelicense course and exam?

The CCB lists prelicense training and test for the Residential Restoration endorsement as none.

Can I rebuild after the restoration is finished?

OAR 812-003-0131(9) says this endorsement does not license any other contractor activities. Settle with the CCB where your restoration work ends before you bid anything broader.

Can I add a residential general endorsement to the same license?

No. OAR 812-003-0131(16) allows one residential endorsement per license, which can be paired with one commercial endorsement.

What happens to the bond after a claim is paid?

Under ORS 701.068(4) the board may require a new $15,000 bond, or accept a certification that the surety remains liable for the full amount.

What does the bond cost?

The surety quotes a premium after reviewing the owners, mainly credit and business history. The $15,000 is the maximum payout on board determined claims, not the price.
