Septic Tank Certified Installer ($10,000) Bond - Statewide in Oklahoma

Brief Summary

The certificate bond is what stands between a trained Oklahoma septic installer and DEQ certification, and with it the right to self-inspect systems in your category. It is written in the installer's own name with DEQ as obligee, it stays in force for as long as you hold the certificate, and you pay an annual premium rather than tying up cash with the state.

Oklahoma DEQ certifies on-site sewage system installers through its Environmental Complaints and Local Services Division, and a surety bond naming DEQ as obligee is part of every new certification file under OAC 252:641-21-2.1. This listing carries a $10,000 penal sum. The DEQ certificate bond form revised September 2024 and the current rule list $75,000 for a Certified Installer, so confirm with DEQ ECLS which amount it will accept on your file before the bond is issued. Since November 1, 2025, certification is required only of installers who put in more than one system per calendar year.

Detailed Information About the Oklahoma Septic Tank Certified Installer ($10,000) Bond:

Check the amount with DEQ first

This page sells the Oklahoma Septic Tank Certified Installer bond at the $10,000 penal sum shown in the listing. DEQ's own certificate bond form, revised September 2024, lists $75,000 for a Certified Installer (individual only), $25,000 for a Certified Soil Profiler and $25,000 for a Licensed Septage Pumper and Transporter. OAC 252:641-21-2.1 also states $75,000 for a new installer certification. Call DEQ ECLS at (405) 702-6100 and confirm the amount it wants on your file before the bond is written, so the surety issues the right figure the first time.

Who has to be certified

Senate Bill 111 changed the statute effective November 1, 2025. Certification now applies only to persons who install more than one individual sewage disposal system per calendar year. A non-certified person may install one system a year, but DEQ must inspect it, the installer must be present for the inspection, and every deficiency must be corrected before the system operates. Installing a second system in the same year without certification is a violation and can lead to enforcement.

What the bond guarantees

The DEQ form conditions the bond on the principal faithfully observing the statutes and rules that govern the certificate. The applicant is the principal, DEQ is the obligee, and payments under the bond go from the surety directly to DEQ. The bond must remain in effect for the whole certification period. The surety may cancel by giving DEQ 30 days written notice.

The rest of the certification file

The bond does not replace any other requirement. A new applicant files DEQ Form 641-002, pays the annual certification fee, completes DEQ training for the category sought, passes the exam (a passing score is valid for 180 days), shows at least five systems installed in Oklahoma in the two years before certification with at least 90 percent approved on initial inspection in the last year, and completes at least two joint field inspections with DEQ. Categories are CSE (conventional, shallow extended and ET/A), lagoon, aerobic with spray and aerobic with drip. Certifications run from February 1, or the day of certification, through January 31.

Installers in training

DEQ's certified installer in training status also requires the bond in the installer's name with DEQ as obligee, along with an Affidavit of Citizenship, valid government ID, training with a score of at least 70 percent, and five experience installations and two joint inspections within two years.

Oklahoma Septic Tank Certified Installer ($10,000) Bond FAQs:

Do I need DEQ certification if I only install one system a year?

Not since November 1, 2025. The statute now applies certification only to persons installing more than one individual sewage disposal system per calendar year. Your single system still needs a DEQ inspection with you present, and every deficiency must be fixed before it operates.

Which bond amount does DEQ want?

This listing is written at $10,000. DEQ's September 2024 certificate bond form and OAC 252:641-21-2.1 state $75,000 for a Certified Installer. Confirm the amount with DEQ ECLS at (405) 702-6100 before the bond is issued.

Can my company hold the bond?

The DEQ form marks the Certified Installer bond as individual only. The certification belongs to the person, so the bond is written in that person's name.

Does passing the exam or finishing training replace the bond?

No. Training, the exam, five qualifying installations and two joint field inspections are separate requirements. The bond is filed with them.

How is the premium set?

The surety quotes from the penal sum and your personal credit history. Stronger credit generally means a lower premium.
