This bond is a condition of the Probate Court Administrator's conservator contract, not something a judge picks case by case. The contract sets a $50,000 minimum and lists it right next to three $1,000,000 liability policies, so line the bond up with your insurance and send the certificates in together.
Connecticut's Office of the Probate Court Administrator contracts with professional conservators who serve clients for a flat $90 per client per month. The sample contract requires the contractor to carry a Professional Conservator Probate Bond with a minimum coverage limit of $50,000, along with general liability, professional liability and automobile liability insurance of at least $1,000,000 each. The Administrator is certificate holder on all policies and must receive 30 days prior notice of cancellation.

The Connecticut Probate Courts list a third party surety bond among the quality control requirements for contract conservators. The sample Memorandum of Agreement between the State of Connecticut, Office of the Probate Court Administrator and the contractor sets it as a Professional Conservator Probate Bond with a minimum coverage limit of $50,000. It sits in the same list as the insurance the contractor must carry.
The contractor furnishes certificates showing compliance.
Contract conservators must also keep criminal background checks, caseworker availability around the clock and 3 hours of continuing education a year, and the contract asks the contractor to maintain at least 10 conservatorship appointments. Every conservator the court appoints must be qualified under C.G.S. section 45a-650(h) and follow the Connecticut Standards of Practice for Conservators. New vendors also send the State Agency Vendor Form SP-26NB and an IRS W-9.
The flat rate is $90 per client per month for service as conservator of the person, the estate or both, plus a one-time $1,300 for handling a Title XIX application. The sample agreement renews each year on July 1. Either side can end it on 90 days written notice, and the Administrator can end it immediately for reasons that include a breach, the court removing the conservator, or the contractor falling below 10 appointments.
The posted agreement is a sample. Confirm the current bond amount, wording and certificate steps with the Office of the Probate Court Administrator at (860) 231-2442, and ask whether any individual case also calls for its own probate bond.
A floor. The sample contract calls for a Professional Conservator Probate Bond with a minimum coverage limit of $50,000.
It is a requirement of the Probate Court Administrator's contract conservator program. A court may handle bonding in an individual case on its own terms, so ask the court whether a case bond is also needed.
General liability, professional liability and automobile liability, each with a minimum of $1,000,000. The Administrator is named as additional insured on the general liability policy and as certificate holder on all of them.
A flat $90 per client per month for serving as conservator of the person, the estate or both, plus a one-time $1,300 for handling a Title XIX application.
The contract requires 30 days prior notice of cancellation to the Administrator. Losing required coverage puts the contract at risk, so replace it before the cancellation takes effect.
