This is the Alabama Onsite Wastewater Board's $30,000 bond on form AOWB-003, which lists the pumper license next to the advanced installer, portable restroom and manufacturer licenses. Get it on the Board's own form, put it in your license packet, and keep it continued every year, because the Board suspends any active license that does not have a current bond on file.
Every Alabama pumper licensee must be bonded under Code of Ala. 34-21A-16, and the statute says all licensees, without exception. Rule 628-X-3-.05 sets $15,000 for a pumper license, while the Board's $30,000 form AOWB-003 also lists the pumper license. The bond runs to the Alabama Onsite Wastewater Board, must be filed before the license issues, and is kept in force year to year by continuation certificate.

Code of Ala. 34-21A-16 lets the Board set minimum bond amounts and says they can never be less than $15,000 for a basic level, pumper, portable toilet or manufacturer license, or $30,000 for an advanced level license. Ala. Admin. Code 628-X-3-.05 lists $15,000 for a pumpers license.
The Board publishes two bond forms. AOWB-002 is the $15,000 bond. AOWB-003 is the $30,000 bond covered on this page. Both list the Pumpers License. The statute sets a floor, not a ceiling, so ask the Board which form your license file calls for before the bond is issued. That one phone call saves you from buying a bond that has to be rewritten.
All licensees, without exception. The statute also requires a current bond for each license a person holds, so a pumper who also holds an installer or portable toilet license needs a bond for each one.
The licensing law itself does not reach everyone. Under Code of Ala. 34-21A-10, a property owner who installs, cleans, services or maintains the onsite system at his or her own primary one or two family residence, doing all the work without help, does not need a license. The Board also does not license companies that only distribute septic tanks or onsite systems.
The form conditions the bond on the licensee faithfully observing the laws, rules, conditions, criteria and orders that govern onsite sewage disposal systems. The surety's total liability is capped at the $30,000 penal sum. The surety can cancel with 45 days written notice. The form also names the licensee's employer and states that the bond expires automatically when that employment ends.
The executive director must immediately suspend any active license without a current bond on file. Reinstatement requires the $125 bond suspension reinstatement fee and a reactivated or replacement bond. A licensee who believes the suspension was unjust can request a hearing, which must be held within 10 business days.
A license is good for one calendar year, January 1 through December 31. Under Ala. Admin. Code 628-X-4-.02, the application fee is $100, the pumper exam fee is $200, the annual pumper license fee is $300 and each additional license is $150. Renewal applications are due at least 30 days before the license expires. The Board opens renewals on October 1 and charges a $100 late fee per license not renewed by January 1.
The premium is set by the surety after it reviews the applicant's credit and business history. Get a quote on the exact form and amount the Board will accept before you pay.
Rule 628-X-3-.05 lists $15,000 for a pumpers license, and the statute says the Board may not set it lower. The Board's $30,000 form AOWB-003 also lists the pumper license. Ask the Board which form your file needs before the bond is written.
No license is required for a property owner working on the onsite system at his or her own primary one or two family residence, as long as the owner does all the work without assistance. That exemption is in Code of Ala. 34-21A-10. Anyone pumping for other people needs the license and the bond.
No. Code of Ala. 34-21A-16 requires each active licensee to maintain a current bond for each license he or she holds.
The surety must give 45 days written notice. Once no current bond is on file, the executive director must immediately suspend the license. To get it back you pay the $125 reinstatement fee and reactivate or replace the bond.
The Board's form names the employer and says the bond expires automatically when that employment ends. If you change employers, call the Board before your first job with the new company and plan on a bond that names the new employer.
